livermore, there is plenty. it will start getting sooner. visibility will not be good. there is fog and low clouds. for another days, it will hang around. it might disappear with a north wind. temperatures are a little below. inland temps are where they should be. all right, over to sal, usually, by this time, the toll plaza is a lot better. that is the case. we have improving conditions. it looks like people are easing back into the week. we will start with the east bay. check out walnut creek through marinda. through the tunnel, it looks pretty good. there are no major issues. this morning, it is light as things have cleared up. there are no problems on interstate 880. let's get back to the headlines. new this morning, a two- alarm fire burned a building with several businesses inside. this is near the street in foothill boulevard. the fire started at 5:30 this morning. the fire department says it will investigate the cause of the fire. we spoke with the owner of one of the businesses that burned, chalk it up billiards. >> we did hear reports of some homeless people being on the roof. we will investigate that once the fire is out. >> i have been in hayward since before the streets were one- way. god is good. lord willing, we will hunker down and rebuild. >> the fire department says for businesses burned in the building. the number of coronavirus cases is closing in on 6 million. california is top of the nation when it comes to the number of confirmed cases with 706,000, nearly 13,000 people have died in california from covid-19. in the bay area, close to 85,000 coronavirus cases are reported in more than 1100 people have died. during the pandemic, a new system starts today. it's allowing many businesses across the state of california to reopen with some modifications. our reporter is joining us with more on this story. the morning. >> reporter: good morning, mike. governor gavin newsom says this system is easier to understand and more transparent than the coronavirus watchlist. the guidelines are broken down into a four tier color-coded system. it simplifies the criteria down to numbers of cases per 100,000 people and positivity test rate. each county in the state lands in one of four tiers broken down by risk factor. these are categorized from most restrictive to least. these are as follows, widespread or purple means many nonessential businesses are closed. substantial, or read, means some businesses are closed. moderate, or orange means some indoor businesses can open with modifications. minimal, yellow, means most indoor businesses can open with modifications. data will be reviewed weekly. these tears are updated on tuesdays. to move forward, they must meet the criteria for two circuit weeks. they must stay in this tier before moving to the next one. >> we will be more stubborn. we will have a mandatory wait time between moves. we did not do that last time. that is a significant distinction between what we have learned from the past, and what we are advancing in this more stringent, but, we believe, more steady approach. to give you an idea of where the state stance, 80% of california is in the purple, or, most restrictive tear. only 0.1% is in the least restrict. all counties are purple except for san francisco and napa, which are red. so is lake county. despite the bay area being purple, some closed businesses can reopen under the new guidelines, including indoor hair salons and indoor malls at 25% capacity. the state's new website allows you to check the status of your county. we have posted a the mayor says that starting tomorrow, in san francisco, hair salons as well as nail salons and gyms can start operating outdoors. the city has not said when the salons origins can open indoors. the area for 2 weeks. the czu lightning complex fire, that is burning in the santa cruz mountains as well as the southern part of san mateo county is 39% contained, after burning 132 square miles, 300 california national guard members will join firefighters today. the fire has lifted evacuation orders for most of the town of berts of the two counties should be allowed to return home in the next few days. >> right now, we have been aggressive in repopulating. we also want to do it in a controlled fashion so it is efficient and effective. that should not only be for us, but so the population can get their lives back to normal. >> firefighter officials say one person has died in a fire. more than 12 structures have been destroyed through the two counties. the scu lightning fire continues to grow. almost 591 square miles have burned, including alameda, contra costa and santa clara counties. this fire has destroyed more than 100 structures, 20,000 more are still in danger. 2000 firefighters are battling. they say the dense brush is hampering operations, still, they are making good progress. >> this is an extremely complex area. there are deep canyons, river drainages, old, heavy fuel, with that, we will continue to see different pockets of fuel in the area that may burn off. that could go off for days or weeks to come. >> three firefighters and two civilians have been injured. since it started, this is the second-largest fire in california history. firefighters are starting to get the upper hand on the other fire burning in the north bay. that is the lnu complex fire. that fire is 63% contained. it has burned 586 square miles in sonoma, lake, napa, yolo county's, the structures have been destroyed. cal fire said they are working to contain flareups in the interior of the zone. they're also working to repopulate areas that they have deemed safe for residents to return. as we mentioned at the top of the newscast, the air quality, spare the air alert for the bay area has now been extended through tomorrow. this is what it looked like yesterday along highway 24, looking at loman creek. moore, of the same, garcia -- when it comes to parts of the bay house fire. this happened at 3:15 on grant park lane in firefighters arrived at the scene, they found flames burning outside the garage right near a gas meter. >> meanwhile, the hazmat crew established a clamping tool. they were able to clamp the galvanized pipe that feeds the meter and shut the supply off. the crews were able to subdue the fire on the fence and the house. >> the family inside was not hurt. they will not be able to go back inside of the home. their neighbors were temporarily evacuated. they were allowed to return when firefighters were done on the scene. the call for racial justice is growing one week after police shot jacob lake. temperatures are rising. people are taking to the streets, demanding justice. blake is in a hospital. his family says they want the police to arrest the officer who shot him. town, what gave them the right to attempted murder on child? what gave them the right to think that my son was an animal? >> president trump will travel to kenosha to meet with law enforcement. blake's family says there are no plans to meet with the president. president trump was asked to reconsider coming to kenosha, i am concerned your presence will clear day, and you can see the san mateo county. you can see some of the planes might be slightly delayed. flights are not as low as they were, things are settling down for this monday morning commute. it is 8:32. let's go back to the headlines. the new system for the pandemic begins this morning. it is a four tiered color-coded system that replaces the county monitoring and watchlist. most of the bay area is in purple, indicating a high risk of infection. only san francisco and napa are in the red. that is indicating a lesser risk. with that, many places are beginning to reopen. indoors, for the first time, allie rasmus joins us for a county by county look at what is to reopen and when. several bay area counties will be able to go indoors to get a haircut. you will also be able to go to a mall, indoors. there are new rules about how the people can be allowed into one time. the safety of reopening's in california was done on friday. counties allowing hair salons and retailers indoors include the list you see, contra costa, marin, san mateo, napa, napa has one of the lowest positivity rates in the county. they are allowed to open things like gyms and restaurants indoors with strict limits on how many people will be allowed at one time. these counties are still deciding on what they will allow indoors and win. san francisco, santa rosa, alameda -- these businesses must operate outdoors only for now. in alameda county, they can open if they limit how many people are in the area. for all counties across the state, some are allowed to have 50% capacities. all other retail shops must limit their capacity to 25%. reporting live, allie rasmus, ktvu, fox 2 news. a new study by the cdc says the people who died from covid- 19 had other major health problems. the cdc says the flu and pneumonia were the main underlying medical conditions linked to covid-19 deaths in the united states. the virus has killed thousands of people in the country. fewer than 10,000 have died without pre-existing conditions. the head prepared to fast-track approval under certain conditions to make it available as soon as possible. the commissioner says he would be willing to approve a vaccine before phase three medical trials are complete. if the benefits outweigh the risks, he has insisted that this will not be due to president trump, who hopes to have a vaccine available before the end of the year. stanford university is going to extreme measures to avoid the spread of covid-19. they will now turn away people trying to access the campus. they are working to minimize interactions. starting today, chico state is canceling in person classes because of the rapid rise and a number of cases. school officials say there have been 30 cases connected to the campus. they say the positive tests affect classrooms and on-campus housing facilities with more people exposed. students who have been living in the residence halls have been told to find off-campus housing by next sunday. one of these fires is at 15% containment, the marine layer has limited the intensity of the fire but limited the availability of using an aircraft to fight the flame. this has burned five square miles, the sheriff's department has lifted a portion of the evacuations for the surrounding area. coastal roadways are now open to local traffic. some evacuation orders are being lifted. people are starting to head back to their property. for some, they find there is nothing left but debris. others find their homes standing. the red cross and other officials are working to help keep everyone safe during this recovery phase and beyond. >> we were very fortunate. we have been absolutely amazed at the service that has been rendered to us by the chp and the sheriffs keeping our homes safe. >> we would like to go to your property and put a flag there might be hazardous materials. you would stay away from that. only those who are authorized could go into the dumpsters. >> it could take weeks to clear up after the fire, officials will be working with this all the way through the process. firefighters who have been battling these fires for 2 weeks are starting to get a show of support from many communities. >> in pleasanton, people are standing on the sidewalk as firefighters wave and hold up signs. community membersome girls who thank you cards. for risking their lives every day to save us from all the horrible fires. >> some of our firefighters have seen some significant instruction in the 14 days. to see the community come out and support every single firefighter is overwhelming. >> if you have cards or thank you notes, there are collection boxes at the diablo lending library, saint isadora catholic school in danville, at 8:00 every morning, the crowd gathers in pleasanton to wave and cheer to the firefighters. the show of appreciation is better than any material donation they could ever receive, firefighters say. for the latest, saying, this fog blanket is what we need. >> yeah, that was what the doctor ordered. they had higher humidity. they had cooler temperatures. guess what, that is a short shelf life. there are plenty of clouds. it is coming down. with the high pressure building in, it will come closer to the deck. you can see on the satellite, there is a big fog bank. there is plenty going on. it has made a pretty good push. you go inland, it is not moving anywhere. the air quality might right back. you can find unhealthy categories for other locations. you can find areas where it is possible. it is not the greatest. this changes by the hour. he has one category, then it changes to another one. again, these can change on a dime. i think there is not much wind to scour things out. we will be stuck in this pattern for a while. fog is not going anywhere yet. it might disappear in a couple of days. temperatures could cool off on saturday. inland, they are on their way up. hot temperatures, not really yet, you are getting 90's for some, inland, they will be hotter by friday and saturday. i would not be surprised to see 105 by saturday. i mean, just extensive fog bank going up and down the coast -- with the high building in, it will build sooner. if we get a breeze -- morning fog -- just awful air quality, 60s, 70s, 80s, 90s, inland -- nights are getting longer, that will help cool things off and not a two montand a 6- month-old, both babies were born with heart defects that require surgery. the doctors made small incisions under their right arms instead of the traditional method of opening up their chests. >> you don't have to break bones or cut through the sternum. by entering through the side, these children actually recover faster. the two month old is believed to be the youngest person in the world to undergo this type of heart surgery. elon musk is now working on new brain technology at his startup company called mirror length. he unveiled a brain chip implant on friday that would allow people who are paralyzed to operate technologies like smart phones with their thoughts. he introduced the audience to a pig who had a brain chip implanted. they said it was like a fitbit in your skull. >> there is a lot of function this device could do related to monitoring your health and warning you about a possible heart attack, as well as convenience features like playing music. you can do a lot. sort of like if your phone went out your brain or something. >> he says the removal chip can be planted in patients in under an hour. he hopes this can get approval by the end of the year. with fewer people commuting, there is a consequence to shelter in place during the covid-19 pandemic. researchers say fewer animals have been killed because of the sharp drop in traffic because of the shelter in place order. overall, the number of animals hit and killed by vehicles in california dropped 21% since march. deadly crashes involving mountain lions have gone down 58%. the pandemic delayed the start of the season for more than two months. now, fishermen and biologists are predicting a record-setting run. chinook salmon are starting the migration from the golden gate bridge to the delta. earlier this year, state scientists saw salmon making the trip. almost 100,000 more, doubling the number of 2018. this year, salmon are expected to be older and larger. if you cannot pay your rent because of the pandemic, you might be getting help. a legislative proposal announced last week would protect tenants from eviction through january as long as they pay 25% during that period. will vote today as the moratorium on evictions expires tomorrow. the dow is dropping, but wrapping up, bay area companies are making some moves when it comes to the stock prices, pam cook is back with about 3%, $128 a share on those splits. when the opening bell rang this morning, stocks to watch included microsoft and walmart and oracle. tiktok is expected to make the announcement this week, perhaps tomorrow, on which bid is the winning bid for the u.s. operations. those are the top contenders, the combination of microsoft and walmart, and oracle. the dow is dropping, right from the start of the bill. on this last day of august, the dow wrapping up its best august since 1984 on a very busy, very active and some of the market. many americans will have to wait until october to possibly receive another stimulus check. right now, negotiations between democrats and republicans on a new coronavirus relief bill are at a standstill. the u.s. senate is currently on recess until after the labor day weekend. those checks would not go out for a few more weeks, even if congress and the white house managed to reach a deal. united airlines is getting rid of change fees, effective immediately for all standard economy and premium domestic seats, it does not apply to those basic economy seats, but united also announced, starting january 1st, passengers can stand by for flights for free, offering more flexibility for travelers. now, that applies to all customers who are going for same-day travel. this morning, amazon will receive federal approval to complete delivery drones. the approval from the faa gives amazon the ability to carry packages of small drones he owns the visual line of sight. amazon plans to use the certification to begin testing customer deliveries. the mosquitos are testing positive for west nile virus in contra costa county. virus in brentwood area. they're urging people countywide to take precautions against mosquito bites and avoid leaving standing water on their property. standing water is an easy breeding place for mosquitos. since 2005, more than 65 people in contra costa county have been diagnosed with west nile. the national parks service is tracking and researching local coyotes. wildlife biologists plan to capture coyotes in the marine headlands area to attach tracking devices before releasing them back into the wild. and made great art day after day, year after year. that's who he was. he was an epic firework display. john thompson, the legendary georgetown university basketball coach, has died. in 1984, thompson became the first african american head coach to win a major collegiate championship. he's known for building up georgetown's program and taking the hoyas to three final fours in the 1980s. he also
