Police have been in an hours long standoff overnight, with the man at the Santa Clara County jail. Lets go to sara who has new information now, sara . Good morning, pam, the standoff is over. The Santa Clara Sheriffs Office as a man has peacefully surrendered and is in custody. Lets look at the live scene. Lets break down exactly what led up to this point. This is at the corner of mission and san pedro in san jose. This is where the cameras position. There are a lot of officers and deputies that are still in the area there, the standoff is over, but you can see that roads are blocked off. This all happened at the Santa Clara County jail on heading straight. The Sheriffs Office had said that an armed man was by himself and a Basement Parking lot of the jail, inside of a patrol car. He fired several shots but no injuries were reported. After about three hours, the standoff ended. We know he was arrested at some point before the standoff, but we dont know why he was arrested, or how he ended up with a gun inside of the patrol car in the Basement Parking lot of the jail. We are expecting an update from the Sheriffs Office on the developing story, and we know that the Sheriffs Office worked with the San Jose Police department, the Santa Clara Police department, and chp san jose to come to a peaceful resolution. The standoff is over, the suspect was taken into custody, it all ended peacefully. Reporting live, mornings on fox 2, sara send an. Guns were stolen from a gun store and they were, and four people have been indicted for stealing them. The guns were stolen from richardson tactical, during a protest against police brutality. Three of the four people indicted have been arrested. One of them is also charged with being in possession of a stolen gun, and another is charged with being a felon in possession of a gun. San Francisco HealthOfficials Say it is too early to move ahead with the reopening businesses, even though there are signs of progress in stopping the spread of coronavirus. The infection and hospitalization rates for covid 19 in the city are improving, and the head of the Public HealthDepartment Says that the number of new cases has dropped to 90 per day. It is down slightly from two weeks ago but he says it needs to be 50 to get San Francisco out of the red zone. As we see some of our numbers, just some improving slightly, we must stay very vigilant. We will continue to pause our reopening, that is one likely reason for the slight slowdown in cases. He says other reasons for the slowdown could be that more people are Wearing Masks when they go out in public, and not visiting with family and friends in person. San franciscos chinatown has been hit hard by the pandemic, especially the restaurants. There are more than 200 places to eat and drink in chinatown, one third of the owners say that they are at risk of shutting down permanently within the next six months. The Chinese Chamber of commerce and the Chinatown DevelopmentCommunity Center are helping Business Owners move outside. They are offering financial grants to help pay for barricades, canopies and tech support. Restaurant owners us a long time businesses need help facing the new challenges. We are open seven days a week. A lot of people, they come to our restaurant. Three or four generations. We hope that before we get the vaccine, we will be able to at least mitigate some of the impacts that the pandemic has drawn. Businesses have faced more hurdles than other areas, some are worried about how crowded chinatown is, normally making it easier to spread the virus. State Health Officials say that technical problems and the recording system may be the reason for the drop in the number of positive virus cases, here in california. Dr. Mark calvin, health and Human Services secretary said there are problems with how ready the Electronic Laboratory reporting system is. It resulted in counties that were underreporting the number of positive cases. They are concerned like we are. We have been in communication with them about what the discrepancies are, and how we might hope to improve them. The doctor did not say how many days were affected by the problem, but local Health Officials who depend on the system for information are really concerned. The state is now promising to provide correct numbers manually. The Solano CountyHealth Officer is telling us about the lag time in getting correct information from the state on how covid19 cases affect operations. We rely on knowing about a case, and as quick a manner as possible being able to interview and investigate illnesses. If we cannot investigate people that we cannot learn about where they got sick and we cannot learn who they have spread it to. We cannot do Contact Tracing or any of the things that we would have to. Outdated information has been coming in since the pandemic started and state officials again are trying to fix that. And san mateo county, you can be fined for not wearing a face mask. County supervisors had approved a find on people and businesses that do not obey Public Health orders. For individuals, the fines start at 100 for first offenses, and for a second violation it would be 200. It goes up to 500 dollars for more v year. For businesses, the fines start at 250 with a maximum of 3000 per violation. Some say the fines may be the only way to make some people obey the health order. I hope they would not have to resort to fines, but, you know whatever it takes for people to refuse to wear masks to wear them. It might be an incentive for them to wear it. The county ordinance calls violations administrative infractions, not criminal citations. Today, thousands of bay area healthcare workers will take part in a national day of action, nurses, therapists and lab workers and 16 bay area cities want to bring attention to what they are calling a medical system that makes economics a priority over people. Rallies are planned today outside six medical centers including kaiser and Sutter Health facilities. The workers say that coronavirus has revealed inequality in society and they want protections and support for all patients and medical workers. State lawmakers and labor leaders will highlight new ways to save lives and safely reopen californias economy. They believe that workplaces are now the main source for the spread of the coronavirus and that people that work in retail, farming and manufacturing are in the most danger. The Sheriffs Office said the suspect surrendered peacefully, a half an hour ago. Sheriffs deputies say that someone who was in custody got a hold of a gun and fired several shots. It started sometime this morning, and negotiators were on scene, on nearby streets. The streets were blocked off. So far there were no reports of anyone being hurt in this. Healthcare workers are drawing attention to the need to be protected from coronavirus. They are also talking about the financial hardships it is causing. The healthcare workers taking part in the day of action include nurses, lab workers and respiratory therapists along with others. The unions organize and the rallies that are taking place across the country and in the play area. Including at this location where we bring you a live picture. Any minute now we are expecting to see a rally with an informational picket line, so the nurses and the people participating in this day of action will express information. They are having these rallies across the country at six medical centers a, including Kaiser Health facilities and the bay area. They say they want to raise awareness about a lack of government and employer support nationwide during the pandemic. They are calling on the u. S. Senate to pass legislation that would allow the u. S. To manufacture personal protective equipment or the defense production act. A lot of the nurses and healthcare workers are quite concerned about having to reuse some of ppe. They are calling on congress to extend pandemic related Unemployment Benefits that had expired for most americans at the end of july. Republicans and democrats and the white house have not reached an agreement on extending the Unemployment Benefits. Along with a rally that is set to take place at kaiser in fremont, there are similar events i will be starting right now. They are scheduled to start right now at the kaiser at redwood city and the hospital in antioch. City leaders in San Francisco are extending the deadline for businesses to pay for registration and licensing. They were originally due in march, but deferred to may, then onto september. Now they are due march 1 of next year. That does not mean that businesses are getting out of paying for registration, and licensing fees for this year, but the fees bring in about 49 million to the city every year. Supervisors support setting aside 5 million of federal money to help renters and Property Owners who have been hurt by the pandemic. The supervisors also extended the repayment. For randy, at last nights meeting. When the moratorium on evictions runs out at the end of the month, tenants will now have six months to pay at least half of their rent and up to a year to pay the full amount. The supervisors decided not to extend the moratorium. The bay area Latino Community has been hit hard by the coronavirus. Some Community Organizations are trying to help her it across the country and in the bay area there has been a lack of reliable information on covid19 , printed in spanish. The clinic i is doing outreach at the testing site in oaklands fruitvale district. We took it upon ourselves to translate these pamphlets, and those are being handed out at testing sites. A group called streetlevel Health Project is connecting people to resources if they test positive. Teachers say that californias new guidelines for reopening Elementary Schools put Public Schools at a disadvantage compared to private schools. According to the chronicle, schools and counties with large numbers of coronavirus cases can still reopen, but they need to get a waiver. To get the waiver, the schools will have to show that they can follow a long list of safety protocols such as providing face coverings and keeping students socially distanced. Teacher unions say meeting the guidelines is easier for private schools than for Public Schools. San Francisco Police are investigating a meth lab that was found in a hotel room, and a hotel that was protecting people during the pandemic. A call came in at 2 30 p. M. Saturday afternoon about a strong chemical odor coming from a room at the civic center motor inn. The police say they found two people running a meth lab in a hotel room. People were evacuated from nearby rooms and, and a hazmat crew was called in to make sure that the area was safe. Theres a meth lab right above your room, so, we need you to evacuate, it could explode at any time. They conducted an investigation and they discovered chemicals in the room known to make narcotics. The San Francisco sheriffs deputies were doing regular checks of all location since march, but they ended the patrol july 1, when the reopening plan was rescheduled. The deputies will resume checks now that the date has been moved back. San Francisco Police are searching for a person who targeted food trucks that were used by the San Francisco marine food bank. These trucks deliver meals, and Officials Say that someone had sabotaged the truck at the food bank in san rafael. Five delivery trucks were damaged, someone poured acid and detergent into the gas tanks. It was discovered on monday morning, and caused a delay during the weekly monday food giveaway, but there is Surveillance Video of the vandalism. The food Bank Officials believe the vandal may be someone who is angry with them, or trying to send a message. 30 percent more hungry people are coming to us now that the pandemic has hit, then were before. Theres no reason for it. There is no word right now on how long repairs will take or how much it will cost. If captured, police say the suspect will face charges of felonies. We hear from san joses police chief, eddie garcia, announcing that he is retiring in december. The police chief says he will miss the work, and the people after 28 years with the department. Chief garcia says recent protests and criticism of the poanges have nothing to do with his departure. He says he has thought about this for quite a while and he has advice for the next chief. Listen to your neighborhoods, listen to what they want in policing. Also, you need to ensure that they are treating rankandfile fairly. His final down the child is december 12, and the city will launch a nationwide search for a new chief, and the chief says he hopes he will choose someone that is from the San Jose Police department. Welcome back to mornings on fox 2, negotiations continue in washington on a new coronavirus stimulus package. Congressional leaders say a compromise to deal may be reached by the end of the week. Yesterday, House Speaker nancy pelosi and Chuck Schumer met with white house officials that, and they agreed to several concessions, but had also said that if there is a long way to go. The u. S. Census bureau says it is sending the 2020 county september 30, a month earlier than previously scheduled. It has some people concerned. First of all, this requires truncating the current census operations, particularly the doorknocking that would be happening next week. Because of the pandemic, the original census deadline was pushed from july to october, but the agency says that they will and counting september 30. The House Committee on oversight and reform wants to interview Census Bureau officials about the change in the schedule. We are concerned about the accuracy of the count. The president has done Everything Possible to distract from a count. The census information is now going to be used to draw congressional districts and distribute federal funds. The bureau has said that despite the shorter timeline, the agency is putting measures in place to improve the speed of the count without sacrificing accuracy.
