We are waking up with a partly sunny sky for the inner east bay. Around the bay and along the coastline, plenty of overcast skies. Into the afternoon, temperatures are expected to climb by just few degrees today. And a tad more tomorrow before we begin to cool it down once again. I will have details on your current conditions. Those afternoon highs and the extended forecast coming up in just a little bit. All right. Rosemary thanks for that. California is seeing troubling new numbers in the fight against the coronavirus. According to johns hopkins, right now, the state is at 440,000 cases, which is more than 8300 deaths. Thursday was the last day with official state numbers. California reported 159 deaths, the highest single day total yet. There are currently 37 counties on the States Coronavirus monitoring list at this moment. Alameda county Sheriff Department lost a second employee to covid19. Ktvu learned a civilian employee died last night at a hospital in modestoch the persons name has not been released just yet. But it follows thursdays death of a long time deputy who had most recently worked at the county jail in dublin. A 16th inmate from San Quentin State Prison passed away from covid19. Officials have not identified the prisoner but said he died in an outside hospital. This comes as work is now underway to deep clean the 600,000 square foot interior of the prison in marin. San quentin has more than 800 active cases of the coronavirus. The city of San Francisco is now enforcing stricter safety rules involving masks. And this comes as a surge of new coronavirus cases and hospitalizations continue across the city. Ktvu Sara Zendehnam joins us live with the details on that. Good morning. Reporter good morning. Health Officials Say covering your face is the best way to protect yourself and others from coronavirus. With the health order, the San Francisco department of Public Health now requires people to wear masks within 6 feet of each other in shared offices, common areas, and when working in food service. It includes when you are walking on sidewalks at parks, outdoor plazas, bars and restaurants. Masks are even required when you are alone but in a shared space like elevators, laundry rooms and hallways. The updated health order requires anyone with a medical exemption to have a note from a doctor. The rules apply to anyone over the age of 10. Officials say two to nineyear olds could wear mask but anyone under the age of 2 should not because they could suffocate. At a News Conference last week, city officials talked about the best way to encourage others to get on board with Wearing Masks. It saturday change of social norm. Our families, students, alumni, they were all in shock to see the hate messages on the wall. We are treating this investigation as a hate crime. It is outrageous. Its an attack on every one of us in San Francisco. This is the only Armenian School in Northern California, and this graffiti attack say mid rising teng and border fighting between armenian and two soviet republics. San jose Police Officer on administrative leave after a video was posted online showing him being kicked and dragged or a suspect being kicked and dragged on her knees while she was in handcuffs. This incident happened in the parking lot on east santa clara street on north 27th street. Police say she was wanted for evading officer on july 18th and on the day of her arrest. Up over the hills as well, we are seeing some marine layer at about 1500 feet. The winds are onshore at fairfield about 14 Miles Per Hour. But generally, light around the region. Look at the north bay. Napa just a gentle breeze at 3. Oakland reporting 3. And so we will continue with this pattern going into the afternoon. A weaker onshore breeze. The storm continues to strengthen as it moves closer to the texas coast where it will make landfall this afternoon. Hurricane hanna is expected to create strong storm surge for the texas coastline. Some rain bands and thunderstorms from the storm are hitting sections of texas, louisiana, mississippi, and alabama. Lets bring in meteorologist roseary orozco. We have the first hurricane of the season in the atlantic. The first hurricane of the season in the pacific. How about we look at hanna first. Where you can see its off the southern line of texas. Hurricaneforce winds, flooding rain and rough surf all coming along with hanna. Again, you can see here is the timeline that clawed even was mentioning. Hanna and doug also, this is expected to move ashore later, and it will continue the path toward mexico by tomorrow morning. Of course, once it loses its water source, it will begin to deteriorate. Onto douglas, where you can see its there moving towards the Hawaiian Island expected to make landfall by tomorrow. And the path looks right about there. Peaked at a category 4. Now a category 2 and is expected to continue to weaken as it crosses the Hawaiian Island. Winds are at 110 Miles Per Hour and moving west northwest at 18 Miles Per Hour. So we will continue to track those hurricane douglas expected to bring the strong winds, the flash flooding, and heavy rain and coastal flooding to the islands there. For us, here at home, its another quiet one. We are waking up with a gray sky. The onshore breeze as well of the we will change it up a little bit. We will introduce a warmer forecast for you this afternoon, especially for inland cities. Along the coast and around the bay, we have got the cloud cover, we have got the onshore breeze helping us out. But inland cities, thats going to scale back for you and temperatures are spec to warm anywhere from 3 to 6 degrees. So it wont be a huge spike but noticeable. We have 57 in San Francisco as we as halfmoon bay. East bay shore low 60s. Inner east bay 60 in brentwood and north bay, santa rosa checking in right about 55. Livermore, youve warm day coming are way. By lunchtime, 79 degrees. So beautiful weather throughout the morning. And into the early part of the afternoon. Immigration and Customs Enforcement said International Students who were actively enrolled in college by march 9th will still be allowed to attend even if classes are fully online. San jose leaders are responding to a word that the city is on a federal coronavirus watch list. D debra birx said a dozen cities will lagging behind in slowing the spread. Cities include san jose, las vegas, my amie. And the announcement surprised some south bay officials. Cities included on the watch list are doing significantly worse than san jose. And san jose and santa clara are doing significantly better than some in the cities left off. San jose has more than 5500 cases out of a population of just over a million people. City leaders dont know what being on the federal watch list means but hope the white house is developing a more coherent and consistent National Strategy against the coronavirus. They say social gatherings are fueling the spread of the coronavirus in oakland and elsewhere. Alameda county interim Public Health director says the infection rate is 3 times than what it was at june 1st. The parking and vendors have been banned on weekends but hundreds of people are turning out. I see folk in the Wearing Masks, and sharing food and drinks, sharing smokes. We have to do better than this. A new study by the Roots CommunityHealth Center found the number of infects has quadrupled since may. Alameda is the first bay area county to top 10,000 caser. San franciscos School District launching a program to help studentswith online classes when instruction resumes sometime next month. It would provide inperson support to the students who will all be doing Distance Learning during the new school year. City plans to set up dozens of learning hubs at libraries, community centers, and other location across San Francisco to help student, especially those from low income families. That means having an academic support staff thats supporting the kids to open up their zooms, checking in their homework, and then providing a healthy meal, and than providing all this enrichment and wrap around support. School leaders say the program will be especially helpful to student who dont own Home Computers or have access to wifi. Parents will get a chance to weigh in on the learning hub plan during the next San Franciscos School Board Meeting which is coming up on tuesday. Governor newsom is providing a new option to School Districts across the state. They can now get a waiver to the current rules involving classroom instruction, even if their county is on californias coronavirus watch list. Its about partnerships that need to be initiated with the crisisk requests add requesting a waiver with Community Based in partnership with local headlight officials. And so School Districts can work with their local Health Departments to go through that waiver process. The governor stresses that School Districts must work with both parents and teacher labor unions to come up with a specific for any waiver plan. Well, the u. S. Centers for disease controls new guidelines for reopening schools takes a stronger tone getting students and teachers into the classroom. Cdc updated the guidelines follow criticism from the president. It urges students to wear face masks, washing hands and socially distance but the updated document says its in the best interest of parents and children to reopen. Cdc. Out children who contract covid 19 do not suffer as much as adults do. We certainly know from other studies that children under 10 do get infected. Its just unclear how rapidly they spread the virus. Guide lines recommend local authorities should close schools or keep them closed if there is a substantial and uncontrolled transmission of the virus. Muni bus driver recovering at home after three passengers refused to wear masks and then assaulted him. The driver said the passengers also yelled and spit at him when he told them masks were required to ride the bus. The attack happened near 11th and division in the city. Driver says he stopped to escort the passengers off had they refused to put on masks and one of them pulled out a wooden souvenir bat, struck him a number of times before running off. He suffered a fractured finger and bruises but is spec to make a full recovery. Anyone who might have information is urged to give San Francisco police a phone call. More information coming out regarding Vallejo Police lieutenant linked to a deadly shooting case. A city source telling ktvu that lieutenant michael niche he lini is on paid leave after the windshield of the police truck involved in last months deadly shooting of Sean Monterrosa was destroyed. We are told he is being investigated for allegedly allowing that vehicle to return back into service with the new window without consulting the police chief for the city attorney. The lawyer representing monterrosas family says its an obstruction of justice. This is a Law Enforcement officer with experience you know you dont destroy evidence and he shouldnt have been thinking he could make the decision as to whether it was valuable evidence or not. Monterrosas family believes the windshield was a peaces of evidence because the body cam doesnt show the abs prior to being shot. Detective fire from the back seat of the truck after mistaking the hammer for a gun. Meantime, Vallejo Police released three new and at times very graphic body cam videos from the night of the shooting. But notable especially for inland cities, you will feel the difference by the second part of the afternoon. The fog is out there. Halfmoon bay reporting 6 mile visibility. In our hills, we have got a little bit. Inside the bay a little bit. And as we get into the afternoon, notice the color coating here. Seasonal temperatures i mean, right about where we should be for this time of year. We we are in late july and hotter spots into the low 90s. Thats a beautiful sum are day. We could easily be in the low 100s. To get into the low 100s, you have to go far inland all the way into the north section of the California Valley area because even sacramento, that shade of red indicating widespread 90s. Trump administration sending a team of border officers to stand by for a possible duty ahead of a planned demonstration in downtown seattle. I dont trust the president. According to john hopkins, right now the state is at 440,000 cases with more than 8300 deaths. Thursday was the last day with official state numbers reported 159 deaths the highest single day total yet. There are currently 37 counties on the coronavirus alameda Sheriffs Department lost its second employee. A civilian employee died last night at a hospital in modesto, the persons name has yet to be released but it does follow thursdays death of a longtime deputy who had most recently worked at the county jail in dublin. And a 16th inmate out of San Quentin State Prison has died from covid19. Officials have not identified the prisoner but did say he died at an outside hospital. This comes as work is underway to deep clean the 600,000 squarefoot interior of the prison. San quentin currently has more than 800 and of cases of the coronavirus inside. Well the city of San Francisco is now enforcing stricter rules, we are talking about Wearing Masks in public. This comes as the city is seeing a new surgeon coronavirus cases and hospitalizations. The new health order requires anyone over the age of 10 to cover their faces in San Francisco basically any time they are outside of their homes. We stopped by chrissy field this morning to see if people were taking the rules seriously. We spotted some with and without masks. The San Francisco department of Public Health says you are required to wear a mask if you are within six feet of others, and shared offices, common areas, and when working in offices. It also includes when youre walking on sidewalks, parks, outdoor bars and restaurants. Masks are even required when you are alone but in a shared space like elevators, laundry rooms and hallways. The only time you dont have to wear a mask outside of your home is in an enclosed private space by yourself. The updated health order also requires anyone with a medical exemption to have a note from a dock or. Kids under the age of two should never wear a mask because they could suffocate. Kids from the ages of 2 to 9 years old are encouraged to wear a mask but they dont have to. These rules apply for anyone over the age of 10. The health order is in effect indefinitely. Latinx comprises but 55 of coronavirus cases. The governor says latinx essential workers are putting their health at risk. The fda has approved a new test for people with coronavirus for people who are asymptomatic. Labcorp tests is able to identify genetic matter from the test so it is identifiable. Well east bay Regional Park officials are warning about bluegreen algae blooms that are harmful to both pets and people. The Regional Parks fresh lauter water lakes and reservoirs are currently closed, obviously because of coronavirus, but there are still signs at the park entrances that warn people about the high levels of the toxic algae blooms. Park Officials Say they are taking steps to mitigate the problem. This very week we started a project at the lake where we are trying to treat and remediate the sign of bacteria in the late adding oxygen. The oxygen creates a Chemical Reaction that makes it harder for the algae to thrive. Hurricane douglas is expect to still be a category one when it moves across the Hawaiian Islands, and you can see there the current path expected. The survey found nearly half of americans whose families experienced a layoff during the pandemic now believe their jobs are gone forever. That would translate into roughly 10 million u. S. Workers being forced to look for a new job, and possibly a whole new profession. Well u. S. Immigration officials have clarified rules about foreign students who are attending u. S. Universities. Immigrations and Customs Enforcement say International Students who were actively enrolled in college by march 9th would still be allowed to attend even if classes are fully online. But new foreign students will not be allowed into the u. S. If their classes are only remote. Initially all International Students were told they would have to leave the u. S. If their courses were remote, but the administration had to resend that rule after several universities including uc berkeley filed a federal lawsuit. The u. S. Now opponents say the memorandum which was signed by President Trump this week is a violation of the u. S. Constitution which says all persons should be counted. Tomorrow a military honor guard is going to escort his body across the bridge in selma alabama that became the scene of a landmark event of the Civil Rights Movement of 1965. Police in riot gear used tear gas to break up the crowd in portlands to 58th street night of street protest. There is no word on arrests or possible injuries. The latest demonstration in portland came hours after a judge rejected portlands legal bid to restrict the operations of federal agents who have been battling with protesters for the past two months. And today federal officers are heading to another major city in the northwest. The Trump Administration is sending a team of border officers to standby for possible duty ahead of a planned demonstration in downtown seattle. I dont trust this president , i trust him to say what he does when it comes down to conflict, but we have got to prepare for any scenario and that is what we are trying to do. President trump has pledged to use the full force of the u. S. Government to protect federal property in several major cities, all of those cities are currently controlled by democrats. Well five seattle news outlets are being ordered to hand over unpublished video and photos from a protest for Racial Injustice back in may. A judge sided with Law Enforcement sing the video and photos were critical to an investigation into an alleged arson of Police Vehicles and theft of police guns. The judge did impose limits on the ruling until police they can only use images to identify suspects in the arson and the theft investigations. A researcher from china left her post as a visiting researcher at uc davis is now in federal custody. She is being held without bail at a Sacramento County jail, she was detained just after midnight yesterday. The fbi suspect that she was hiding at the chinese consulate in San Francisco. The Justice Department is accusing her and three other scientists elsewhere in the United States of visa fraud, the doj says tang and the other researchers did not disclose that they served in chinas military. The chinese consulate in houston has been closed on orders from the u. S. Government. Secretary mike pompeo says that the state department ordered it closed to protect American Intellectual property and private information. The consulate staffers are accused of trying to steal data from texas a M Medical Center and the mdm anderson cancer center. China has denied the allegations, they responded by closing one of six u. S. Consulates located in china itself. In the meantime there is another spying case between the u. S. And china, a man from singapore has pleaded guilty to acting as an intelligence agent for the beijing government. Federal Authorities Say he set up a fake consulate site in order to obtain information from u. S. Military government workers. Feds accuse him of going on social media networking sites like linkedin to find prospective recruits. Well san jose leaders are responding to that the city is on a federal coronavirus watchlist. The center for Public Integrity rip obtained a recording of a White House Coronavirus task force member, dr. Deborah birx, and she mentioned a dozen u. S. Cities are lagging behind in slowing the spread of the virus. And you can see there on the map on your screen the cities we are talking about, it includes san jose, las vegas and miami. This announcement surprised southbay officials. Cities that were included on the watchlist are all doing significantly worse than san jose, and san jose and santa clara are doing significantly better than some of the cities that were left off of the watchlist. San jose has more than 5500 cases out of a population of just over 1 million. City leaders dont know what being on the federal watchlist means, but they say they are hoping that the white house is developing a more coherent and consistent National Strategy against the virus. Well in San FranciscoHealth Officials have a new and refined public mask order to curb Community Spread of the virus. Anyone who is 10 years old or older is required to wear a Face Covering when they are within six feet of each other, and that includes on sidewalks. The directive also requires a written note from a doctor if you are unable to wear a mask. Children under the age of two do not need to wear a mask because of the risk of suffocation. For children ages 29 are being encouraged to do so. The time now is 8 37, Health Officials in Alameda County are asking people to limit interactions with people outside of their homes. They say social gatherings are now fueling the spread of coronavirus in oakland and elsewhere. Alameda countys interim Public Health director says the infection rate in the county is three times what it was just a month or so back on june the first. Floyd was the zoos oldest and tallest giraffe. He died yesterday at the age of 18. He was 16 feet tall, and weighed more than 2400 pounds. They say due to his age his health had been declining including his joints that were degenerating. Floyd was born at the albuquerque zeba transferred to the bay area in 2004 and left a big impression at the San Francisco zoo. He had 11 calves, 24 grand cabs that can be found at zoos across the country. A bus driver recovering at home after he says three passengers refused to wear masks assaulted him. The driver said the passengers also yelled and spit at him when he told them to put the masks on and that they are required. The attack happened wednesday afternoon near 11th and division. He stopped the bus to escort the passengers off when they refuse to put on their masks. That is when he says one of them pulled out a small wooden souvenir back and struck him a number of times before running off. The driver suffered a fractured finger, he has some bruises but is expected to make a full recovery. Anyone who has information about that attack is urged to call the police. More information coming out regarding a Vallejo Police lieutenant linked to a deadly shooting case. A source telling ktvu that lieutenant michael is on paid leave now after the windshield of a police truck involved in last months deadly shooting of sean mantras a is destroyed. He allegedly allowed that vehicle to return to service with a brandnew window without consulting the police chief or city attorney. The lawyer representing mantras his family says this is an obstruction of justice. This is a Law Enforcement officer with experience, that you know you dont destroy evidence, and he should not have been thinking he could make that decision as to whether it was valuable evidence or not. Mantras says family believes the windshield was a key piece of evidence because the body can video doesnt show mantras as actions before he was shot. The detective fired his rifle from the back seat of the truck after mistaking mantras says hammer for a gun. His father is the former chief there. Covering your face is the best way to prevent coronavirus. The Health Department said anyone over the age of ten is required to wear a mask in all fluid situations where distances between people change frequently and social distancing cannot be strictly monitored. Masks are required when youre within six feet of each other, shared areas, common areas and food service. Also on sidewalks, parks, outdoor plazas and restaurants. Masks are required in a shared space like elevators, laundry rooms or hallways. If youre in an enclosed space by yourself, you dont have to wear one. Anyone with a medical exemption is required to have a note from the doctor. Governor gavin newsom said people should take it as seriously on weekends as well as during the week. The weekend is where we take off the suit and tie, may take down our guard a little bit. Thats where we start to see some spread of this virus so. I encourage you when youre mixing outside the household, if you have to do that, were telling you not to do that but to wear the mask, physically distance. Dont let down your guard. Well, the search continues for vandals who targeted an Armenian School in San Francisco. This is a suspected hate crime. It happened at kzv Armenian School. They came to express their sadness and anger over the racist graffiti scrolled on the schools walls sometime during the overnight hours. The community is in shock, families, community, alumni, they were all in shock. We are treating this investigation as a hate crime, it is outrageous. It is an attack on every one of us here in San Francisco. This is the only Armenian School in Northern California and this graffiti attack comes amid rising tensions between armenia and azerbaijan. And san jose Police Officer is on administrative leave after a video shows a suspect being kicked and dragged on her knees while she was in handcuffs. It happened on east santa clara street. The woman was wanted for evading officers. She was booked for driving on a suspended license and the Police Department has launched an internal investigation. Happening today bikeless pedestrians are being forced to share the Golden Gate Bridge. They shut down the western pathway which is usually reserved. You wont have anyone coming to your door because nobody wants to answer the door. It will be a candidate largely taught online, on social media and not a lot of face to face campaigning. I guess. Who would that favor. I would imagine it would favor trump because hes got so many followers and joe biden is playing a bit of a catchup game. The president so far has been his own worst enemy. The number one issue is the pandemic. Most have lost faith in the president to lead us. That has helped joe biden. The second Biggest Issue is something thats not top of mind and thats voting access. Ive been talking to stacey abrams. I said what are the chances people will be able to vote and have their votes counted. She said maybe 50 . Thats scary. Chris wallace asked last week if joe biden is senile. Is that resonating. The president is losing to biden in the national polls. Biden, if you believe this and polling even in texas, so that is not resonating with the voters right now. This is not a new line of attack. The police chief doesnt want them there, hes making it worse. Hes inflaming it. Its causing disorder. That works for him, politically, it may. If hes going to be the president of law and order, he needs disorder but the country is not following him on Racial Injustice, which is a top issue now. Theyre way ahead of him on black lives matter. So hes on the wrong side of this. 50 years ago when president nixon talked about law and order, the country was in a different place. Its a much more diverse country now.
