Governor newsom has set a goal of 60,000 tests each day, up from the 16,000 that are available right now. He also said President Trump told him the 100,000 testing swabs are on the way, with 250,000 coming to california the following week. The governor said ramped up testing will supporting strong Contact Tracing program to identify people who have been exposed to the virus. The governor did announce one modification to the current shelter in place, hes allowing hospitals to resume surgeries and other procedures that were delayed. Resuming surgeries is a big relief to patients and doctors alike. Hospitals need the procedures for revenue and patients need operations that have been delayed. Live coverage tonight from ktvus debra malone. Reporter Ucsf Medical Center has 2000 surgeries ready to go, just multiply that across the state. A lot of care has been delayed and patients stressed out waiting. They said that due to the coronavirus, they were not allowed to do nonurgent surgeries. Reporter sylvia has an aneurysm the size of a grape behind her right eye. A month ago she was prepping for a craniotomy. We did lab work and scans. Then they decided they were just going to discharge me. Reporter told it wasnt urgent enough, as hospitals suspended all emergency surgery in order to prepare for a surge of covid19. I was scared, frankly. Very much they were saying, im not dying right now, so it could be held off. Reporter sheltering with her daughter, she has had fingers crossed the whole time. The blood clot can rupture at any minute. Its basically the fuse was lit. Reporter not cosmetic, the governor says, but elective surgeries can resume. Is still wary about overloading healthcare, but encouraged by the covid19 level spread. And when thats beginning to flatten. Re max oh surgeries for cancer, Heart Disease and chronic conditions can be scheduled again. These are important medical procedures that if not attended to and become crisis and ultimately burden the rest of the healthcare systems. We have delayed almost 2000 surgeries within the last five weeks. Reporter you see San Franciscos Medical Center has dropped from 80 surgeries a day to eight, emergency only. Those patients probably suffering with pain and a worse prognosis unfortunately because of covid Everything Else stopped. Reporter now they are prioritizing the surgeries, stacked up and waiting. Its difficult to rank people when you have 200 brain tumors. They are all kind of equally important. Reporter sylvia called her surgeon as soon as she heard the band might lift. I have lived to survive the weight. Reporter she is relieved, but wrangled by the risks she had to take. I understood why, i just felt very scared and defended that they felt that my life was not worth saving. Reporter she will spend 2 to 3 days at kaiser, then continue her recovery at home in nevada. Because of covid percussions she cant be accompanied by anyone or have any visitors while shes hospitalized. That will be the norm for most surgeries most places going forward. What a big relief for her to be able to go in and get that done, like so many others who have been waiting. In the north bay, napa county revised its stayathome order. Drive in religious services are allowed and so is playing on golf courses, as long as workers are on patrol to assure people are staying six feet apart. Real Estate Agents can start showing homes again with proper social distancing protocols. Also in napa, all construction can resume and so can landscaping and gardening that isnt purely for cosmetic reasons. Face coverings are strongly recommended. The new order took effect this morning. Right now the key to reopening california appears to be more testing. Governor newsom says the state is planning a massive increase in coronavirus testing. He says thats essential before he can relax some of the stay athome restrictions. Reporter the governor says they are looking at a massive rampup of testing supplies and contact racers, all within the next few months. On wednesday, free public covid 19 testing became available to residents in San Francisco and at four sites in Contra Costa County for those showing symptoms. A Contra Costa County Board Chairman says a shortage of supplies is hampering their efforts. We are testing maybe 300 and 330 people per day. We want to be testing 1500 to 1600 people a day to really know where this virus is and how we need to respond to it. Reporter widespread covid 19 testing is a key factor in deciding whether to begin lifting stayathome restrictions. On wednesday Governor Newsom says there has been progress. Last month california processed 2000 covid19 tests a day. Currently the state averages 16,000 a day and the goal for the end of april is to ramp up to 25,000 daily tests. But that is still short of the number the governor says is needed. We want to have a minimum of 60,000 tests. We are hoping to get closer to 80,000. Reporter Governor Newsom says right now california has the capacity for the pcr enabled swab test. Instruments that exist in the state of california, at 100 we are on full throttle and everybody is being tested because we have all the supply chains intact and ready to go. We have about 95,000 tests. Reporter the problem is a shortage of supplies to collect the specimen. The governor said President Trump promised wednesday to send more. He said we will be provided 250,000 swabs next week and he said the third week expect to see a substantial increase above the 250,000. Reporter newsom says the state has 600 testing sites, but plans to add another 86 sites specifically targeting rural and minority communities. Right now the health officers, the bay area counties are in daily meetings looking at the data trying to figure out what should we be doing right now. Are there things we can open up . Governor newsom says theyre also working to create an army of some 10,000 contact tracers. Thats to alert people who mightve been exposed to someone with the virus. He said one way they might be able to do that is by reassigning government workers now and retraining them so they can ramp up quickly. Here are the four new testing sites in Contra Costa County. Starting at midnight its going to cost drivers six dollars to cross the bay bridge. The Bay Area Toll Authority voted today to suspend congestion pricing. The six dollar toll is the standard on the bay areas other state owned bridges. The volume of weekday traffic across the bridges has fallen about 50 since the stayat home orders began. The chp says they have seen an 80 jump in citations for drivers going over 100 miles an hour since the stayathome order began. Chp has issued nearly 2500 citations for spitting over 100 miles an hour, compared to roughly 13 during the same time last year. Developing news out of oklahoma where at least two people have been killed by a tornado. It hit late this afternoon and tore through right through Marshall County in southern oklahoma near the texas state line, damaging homes and businesses. Another tornado swept through Southeast Texas and caused widespread damage to their. Now to san leandro where police today released body cam footage of a Deadly Police shooting that happened inside a walmart store. Our Crime Reporter henry lee shows us what that video reveals. Reporter a 911 call from walmart security about a man with a baseball bat at walmart on hesperian boulevard. He has a bat with him and is threatening to hit us with it. Reporter Police Body Cam video shows Stephen Taylor armed with a baseball bat inside of the store. There is no audio at this point. The first officer to arrive asked taylor to drop the bat and came close to removing it. Mister taylor resorted multiple times to put on the weapon but did not comply. Reporter but taylor suddenly pulled the weapon away. Drop the bat, man. Reporter no cell phone video showed the officer phasing taylor, but the officer fought through it. Mister taylor continued to approach the officer while waving the baseball bat. Reporter the officer tased taylor a second time and fired his gun, shooting taylor once in the chest. A second officer arrived at this point and also taste taylor. Taylor dropped the bat after being shot. He was tased again and dropped to the ground. An attorney for the officers told ktvu lethal force was used because the tailors didnt stop taylor. And a statement an attorney sent he continued to fight for the second cycle for the officer with the bat. Both officers were justified in their actions. The final determination as to whether the shooting was justified will be made by the Alameda County das office. The names of the officers involved will not be released because there have been threats made against the officers. A followup now to a story we brought you last night about a man who was barricaded inside San Franciscos glide memorial church. Officers that he was taken into custody peacefully late last night after a standoff that lasted 15 hours. Police had responded to a call of a man armed with a knife at about 6 30 yesterday morning in the tenderloin district. When Police Arrived there was a confrontation and an officer opened fire. The suspect then ran into clyde, prompting the standoff. We now know he was not hit by the gunfire, but is expected to face numerous charges. Police in richmond are asking for the Public Health tonight in solving a shooting that wounded a 17yearold boy. Investigators released the Surveillance Video today showing the march 21st incident an apartment complex near hartnett avenue and carlson boulevard. Officers said the suspect drove up to three people and started shooting. The 17yearold was hit in the legs, but is expected to survive. Investigators also released the sketches of the three suspects. There hoping someone will recognize them. Anyone with information is asked to contact the Richland Police department. Callers can remain anonymous. Asked was in his garage on monday when he noticed smoke coming from behind his washer and dryer. A fire had started in his living room. We walked in the door to the family room and this huge role of black smoke almost knocked me down and then flames came out after it and i called 911. Reporter asked credits San Ramon Valley firefighters were immediately responding, but his house of 30 years is now unlivable. Its a little bit stressful, a little bit. I just deal with it one day at a time. Reporter hes staying at a hotel with the help of the red cross and didnt have home insurance. Im obviously a little depressed and sad, but im okay. But who is going to be on the other side of this is a big question mark. Some good news tonight, and it comes a few weeks before mothers day, the San Francisco flower mart partially reopen today. Its not quite business as usual. The partial reopening is contingent on strict social distancing policies. Right now only flower market vendors who sell directly to shop owners can operate. Those picking up must order ahead of time for curbside pickup. And oakland restaurant is teaming up with stefan curry and the nonprofit World Kitchen to help feed people during the pandemic. The kingston 11 restaurant is providing 600 meals a week to people in need with help from the curries, eat learn and play foundation, and chef josi almost , the founder of world central kitchen. That the restaurant delivered 150 mils to the Henry Robinson center, which provides transitional housing for the homeless. A lot of restaurants are closed.
