Very latest information good afternoon, theresa. Were out here at the intersection of high street and foot hill im joined with the opd spokesperson with the Oakland Police department tell us and bring us up to date right now as far as what you guys are doing to try and get this hostage or that to get the man out. What we can share with you is the starting 1115 this morning. So weve been out here since 1115, 1600 block of high street. What we do know is that we had an armed barricaded, individual who had taken hostage from this particular business where the incident is occurring. In a lot about the last half an hour the hostage was safely released unharmed. Our Tactical Negotiations Team continues communication as communication is on and off. But this has the release of the hostage and thats really the goal is the safe release of the hostage in a safe surrender. Of the armed gunman that is our primary focus im going to share with you where we are right now our tactical Team Continues the communication and we really are working diligently to ensure that he knows that he is safe theres a safe environment that we had distance were going to take our time were not rushing anything will stay out here all night we sat here tomorrow, whatever its going to take. For him to peacefully surrender. We do know that this individual is connected to a double homicide that occurred here in oakland. Were not going to share those particular details with you right now because thats very much an active investigation. We have about a 6 block perimeter around this area. And where were standing. Is a mix of commercial residential so 6 blocks is a large impact to the community here we want to make sure everybody is safe. For those who are right next to or in close proximity of where this incident is taking place we have asked and the not only businesses but also anyone who is in the residences to shelter in place keep that shelterinplace continuing until this incident is resolved. Were asking anyone who may live work or travel in this particular area to please use alternate routes. Patients we appreciate everyones patience as we are working to peacefully resolve this particular incident in regards to the fact that this man the suspect is still inside and youre mentioning its commercial as well as residential you dont want any percent to come outside because they could get. Involved in all this thats correct. Theresa. Everyone safety is paramount for us. So we look at everything in the total view. Its our residents and our Business Community weve asked for shelter in place we have in the immediate area of this its like a mini strip mall. We immediately evacuated those who are in close close proximity. But it is dangerous for anyone to walk in or the perimeter that weve set up we have multiple multiple in or out or and even outer perimeters and this is all for the safety. Our community who live work travel through this particular area and again our number one focus is the safety of everyone and for the armed gunman. Were going to take our time peaceful surrender peaceful resolution. To this incident and regards to why this suspect went into this building do we have any idea why he went into that specific business we wont go into all the details because this is still very much an active scene. But what we can share with you is when our officers arrived here. At 1115 of the 1600 block of high street. The armed gunman barricaded himself inside this business. Many of the employees were able to make it out except one employee was held for several hours before he was released he was released and are unharmed. But also want to share with you several hours ago. While the hostage was inside the business there a gunshot that was searched and no one was injured. But we do know that a shot was fired inside the business. So we do know. That the armed this church that the fire inside the building again i want to assure everyone that no one was harmed and did by chance the hostage say that the gunman turned the gun on himself do we know anything like that, but also its important to know that there are bullets in that gun its important to know that there is this isnt a toy gun word that this isnt a replicant a gun that this is a this is a that live ammunition with live ammunition that can be discharged we cant share with you our d brief and our meeting with the individual who was a hostage that is still continuing as you know we collect a very key and crucial information that helps us. Move forward with communication and we want sharing of our strategies or some of our tactical plans but again we really want to ensure our community that we are taking absolutely every step not only the Oakland Fire Department is here. Alameda county sheriff or Alameda CountyMental Health crisis team this year as well as that doubled police with pull all of our resources together this is what we train for. And this is what we do and when you have a crisis that comes and were in it right now this is where everything that we all train for we collectively with each other this is what its about and so far we have had success with the hostage being released very safely and unharmed and now our next goal is to have the armed to sit peacefully and safely surrender because the last thing you want is this person to come out shooting. Anything anyone thats exactly right. Its important to know that weve created a very safe environment and were going to take our time we dont want anyone her we dont want our officers serve we dont want any of our community her we dont want anyone her but this is a very serious situation that we had and were going to continue. To use or tactical negotiation teams been very successful with the release of the hostage were going to continue those efforts with communications if we can peacefully resolve this this thats our number one goal here thank you very much john watson, what the spokesperson for the Oakland Police department you heard her. Saying that they are going to be out here justine as long as it takes because the bottom line we know for a fact the suspect is armed and the last thing that anyone wants is anyone to get hurt and one thing that is of note when. Johnna watson was mentioning that this is commercial as well as residential, there are homes in this area right now we know because of the pandemic there are children at home doing distance learning. So again it is vital to Pay Attention to the fact that a shelter in place do not come out of your home if you live in this area. And just make sure youre taking those precautions because nobody wants to get her reporting live here in oakland, theresa stasi backed adjusting. Bigotry so we know youll be on top of that breaking news story for us an update now pg and e has canceled the planned public power safety shutoffs for the bay area, thousands of customers. And napa alameda and contra costa counties had been notified days ago about the possible shut offs. But now the Utility Company says it made the decision to not turn off the power based on a change in weather conditions. No bay area counties are going to be affected by this after monitoring the weather very closely we are able to reduce the number of customers with and scope and those customers are all within the bay area counties. Pg is still planning to cut off power to customers in some parts of butte shasta and glenn counties all in northern california. And while the power shut off may have been canceled for the bay area were still dealing with a red flag warning that brings with it increased fire danger. Kron 4 Sarah Stinson reports for us now from San Mateo County. Not only has the red flag warning been extended from wednesday until friday, its also been extended to San Mateo County specifically along the coast take a look at this map so you can see exactly which areas are affected including the north bay mountains east bay hills interior valleys as well as the Santa Cruz Mountains and again the San Mateo County coast. We have more wins in the forecast up on the mountains and ridges of 10 to 25 Miles Per Hour with gusts up to 40 Miles Per Hour valleys could see gusts up to 35 Miles Per Hour and the coast could also see gusts up to 40 that combined with extremely dry conditions caused potential for not only for a fire to spark easier, but also for to spread more rapidly theres also a fire weather watch in effect until tomorrow for those areas as well. Has been allowed to expire earlier, but it still remains in effect for the valleys of the east bay, including the hills because of gust tonight all the way through friday morning upwards of 35 Miles Per Hour or less including Solano County gusts. Upwards of 40 Miles Per Hour or less with the raw strongest winds tonight. Still continuing for the north bay mountains upwards of about 50 Miles Per Hour less dropping relative humidity near the single lets take a look at current wind speeds out there right now. We noticed unique microclimate forecast today, especially along the coast, some marine layer hanging tight in bringing about 5 to 10 degrees of cooling to our daytime highs today light and breezy winds in the teens for downtown San Francisco in fairfield with future wind gusts peaking tonight so expect stronger winds and drier conditions, mainly for the peaks of the north bay mountains and east bay hills but calistoga you could easily see northerly winds at around 20 Miles Per Hour through tonight, mainly for the valleys in the north bay 20 to 30 mile per hour wind speeds and thats going to drop relative humidity tonight into the teens and its going to continue during the overnight hours with temperatures and also with that relative humidity dropping to around 12 . The california attractions and Park Association is now considering legal action in its bid to reopen theme parks to the public this comes after us the state laid out strict reopening guidelines. That prevent major theme parks like disneyland Universal Studios and 6 flags from opening any time soon thats because l a and orange counties would have to be in the less restrictive yellow tear to reopen which indicates that there is minimal spread of coronavirus right now both counties are in the more restrictive purple and orange tears, smaller theme parks can reopen Outdoor Attractions at limited capacity if the county is in the orange here. Americas employers added 661,000 jobs in september this is the 3rd straight month of slower hiring this is according to the final jobs report thats coming out before the president ial election. The economyhas recovered only slightly more than half of the 22 million jobs that were wiped out during the coronavirus pandemic and almost every single industry has taken a major hit as a result of the covid19 pandemic but there is one industry that seems to be doing really well and thats real estate kron 4 Sanaz Tahernia joins us now live from the newsroom with a closer look at the housing reports that were just released so is it a better time to buy or sell while just seen it is of its all very good news and ill get to your answer in just a bit i spoke with Financial Adviser george and a chatty about the housing reports. And he called the current Housing Market a ray of sunshine thats a quote that despite the impacts the covid19. And on the Housing Market and the economy as a whole reports show that Building Permits are up 5 a new home starts are up 2 . Now while were seeing a dip in rental prices home prices are still high right now. And thats because there isnt much in terms of inventory. However, the increase in building will create inventory which will ultimatly drive home. Drive down prices. Despite the high prices were seeing on homes right now now some sales soared. In september total number of home sales went up nearly 9 and a half percent and 70 of homes listed were sold in less than a month. And while buyers are still putting offers on homes in San Francisco, the other bay area cities that are actually seeing the increase. What we really are seeing is a transition more 2 outlying areas in the bay area like to the east bay for example. Many many examples where people have moved out of the city and to the east bay and theyve made offers on houses and some of them have 10200,000 over the asking price. And the reason for that is that people that were making really good salaries in the San Francisco community were paying very very large rents and because now this 2 phenomena be able to work from home which is affected many many tech workers, especially theyre able to move out of San Francisco. Perhaps a nutty speyer the south bay buy a home at a lower cost so now they have money for the down payment and their Monthly Payment is probably less than their their rent payment. Now to your question just and i asked george if it would be a better idea to wait until theres more inventory before buying a home. So that prices have a chance to drop a bit. He says that while home prices may still be high Interest Rates are historically low. So if possible. Its better to buy a home now and lock in that low rates versus waiting and potentially seeing a much higher Interest Rate now have more on this coming up on kron 4 news at 5 as well as on our streaming service kronon you can download that for free in your App Store Just in. Thank you son os. Now some classic San Francisco restaurants are beginning to reopen now that the city is allowing for more Indoor Dining kron fours Maureen Kelly has the latest. In front of tad its grill which was established in 1849 that makes it not only San Franciscos oldest restaurant also. Californias oldest restaurant now theyve been closed because of the coronavirus situation. But recently announced that they will be reopening. November 9th this comes as the city has moved into the least restrictive tier, the yellow tier and they are going to begin allowing for Indoor Dining at 50 capacity. This is also happening as Office Workers are going to be able to start coming back not essential Office Workers. A comeback and a limited capacity which is a big deal restaurants here in the financial district because its hard to serve lunch in a ghost town. Lord thomas with the Golden Gate Restaurant Association explains why some restaurants have been waiting for the city to allow for more Indoor Dining before they can reopen. The opening a restaurant thats been completely closed is super expensive you have to restock your your whole walk ins your refrigerators. You have to bring its staff back early to get everything going you have to do it. I just said you have to like gentle your drains i mean theres a lot of started the expenses and so to open at 25 capacity downtown for example, particularly when theres no Office Workers that doesnt make any sense its just like taking a wheel barrel money and throwing it out the door now this is not the only oldschool restaurant in San Francisco to reopen tommys joynt on van ness avenue. Reporter mark demsky visited with the man who is pretty much done it all. It is a week of mourning this is how ron self spends his days and his own private ranch in Pleasant Grove. Some might call it his own private oasis i have a 600 acre ranch here with olives and the waters a leg and tell them. Im im kind of busy so i try this case 3 times a week. 30 days shy of his 90th birthday run isnt about to slow down now. I quit. Joined most of the other people that retire. I die. Thats you know they go to their rocking chairs and they sit there and watch tv here. Thats not what i do. Fun. Absolutely all right ron has certainly done a lot in his lifetime. He retired from the military in 1967. Was the crew chief in fact on air force one for a number of years and in 1988 he bought his ranch Pleasant Grove here and turn part of it into what is known as the Water Ski Club im rather not only do i slalom rn i also trade. I quit jumping and when i retired from the military i dont plan on going. And who would try to stop run doesnt see himself either that day is still a good 11 years down the know that im not a senior im still that target is a 101 at that time admit that im old. So you better come next month for on 90th birthday you can find that young man right here on his own private water ski lake soaking up the day.
