New developments in the random shooting that killed a woman on the San Francisco waterfront this week. Abc7 news has learned that this man, 45yearold Francisco Sanchez, confessed to killing kate steinle. Abc7 news learned that this man, 47yearold sanchez, confessed to killing katie steinle. This is calling into question San Franciscos immigration policies. Heres abc7 News Reporter vic lee with more. Flowers mark the spot with Katheryn Steinle was shot friday evening. Divers found a gun off the pier. Tests are being done but tests show they say its the one used by sanchez, the man caught later that night not far from the shooting. Sanchez is on probation in texas. He has a long wrap sheet and has a long rap sheet, mostly drug charges. He has been deported to mexico five times. In fact, ice had him in custody in march but turn him over to the Sheriffs Office when it was found he had an outstanding drug warrant here. But the d. A. Dropped a case dating back to the 1990 the and the Sheriffs Office subsequently released sanchez. In a a written statement they lodged an immigration detainer at the time, requesting notification prior to his release so they could take him into custody again. Ice said the detainer was not honored. There was a law earlier that would prohibit the sheriffs from preventing the detainers unless they were convicted of a felony. He was in custody again on a similar offense. The sheriff carved out on even stricter policy, which in almost all cases would require i. C. E. To go to court. A court order or judicial order for review were issued, of course, we would honor that warrant. There were none in this case. I. C. E. A Novato High School track coach went straight from vacationing in hawaii straight to jail. Hes accused of having a sexual relationship with a 17yearold girl he coached. Text messages on the girls cell phone led to his arrest. He was picked up thursday at Oakland International airport right after he got off a plane with his wife. This video shows a group of 15 juvenile sharks swimming in the area monday. It prompted authorities to post warning signs that will be up through sunday night. They have arrived two weeks ago and they havent left. Probably feeding at night on the small sharks and bay fish and they lounge around in the water. Most of the sharks are 8 to 10 feet long but, however, one was estimated to be 18 feet. Maybe about 5,000 pounds. He compares it to bears at yellowstone. Keep your distance. The marine layer is about 2,000 feet deep. It ramped up from about 1500 feet yesterday. With that we get the slower clearing, about three to five degrees will be shaved off of our afternoon highs today. And thats compliments of this area of low pressure that is sitting off the coast. So weve got a counter clockwise flow and that is feeding into the marine layer allowing for a healthier sea breeze today. If you are by the coast things wont change too much a couple of miles from the coastline you feel a little bits more of a breeze. And temperatures will be fairly similar here but we get the differences as we travel around the bay. So Half Moon Bay 63 degrees. Cloudy skies. For years the Energy Company used a four tier Pricing System. Once you used whats allotted to tier 1, you move on to the next tier where the price per kilowatt is higher. If you reach tiers 3 or 4, your rates for that power increases dramatically. But under the new Pricing System the highest power users will get a break by paying less than they have. In order to balance things out those who consume less will now see a slightly higher power bill. The Utility Reform Network calls it unfair. And that is what we think makes no sense, is completely unfair. We think customers should be rewarded for saving energy, not punished. Many in San Francisco say this is far from a compromise. The people who use the most should pay the most, as far as im concerned. Just like water usage.
