[laughter] i love this handoff now. okay. thank you. good evening. welcome to washington. i'm bret baier. breaking tonight, tens of thousands of people flooded the national mall here in the nation's capital today. what was billed as the march for israel was a direct response to the rising tide of anti-semitism mosque attacks last month. correspondent mark meredith is at the mall with the latest. good evening, marc,. >> good evening to you. today's rally brought out a lot of people including celebrities, politicians even the families of some americans who are still being held hostage tonight in gaza. organizers chose to host this event right here on the national mall because they wanted the people who work on the hill to hear their pleas for help. and, of course, there has been so much focus on what has transpired in the last month and these jewish americans, they told us, they plan to keep speaking up. [cheers. >> with israeli and american flags in hand, tens of thousands descended upon the nation's capital to send a message to the world. >> we stand here in support of our israeli nation who have stood up like a nation of lions. >> the crowds came from city coast to coast. some holding signs of people kidnapped by hamas while others simply wanted to support the jewish community. >> we are coming together not just as jews but with o our alls across all races, all faiths to stand up as israel. >> the new house speaker mike johnson standing shoulder to shoulder with house democrats vowing to give israel continued support. even as lawmakers from both parties fight over which foreign aid packages to support. >> survival of the state of israel and our people unites us together and unites all americans. >> we stand with you and we will not rest until you get all the assistance you need previously planned economic summit was unable to attend. ambassador debra spoke on the administration's behalf. >> this government stands shoulder to shoulder against jew hatred voorcht drawing worldwide reaction including the president from jerusalem. >> we, the people of israel are eternal and no one will break us. but it was the families of those still held hostage which left the crowd with a renewed spirit of both despair and determination. >> love is the only thing that can repair our shattered hearts and bring us back together in the name of peace. >> >> as you can imagine, security was stepped up today throughout d.c. for the event. we were out here all day, did not see any major incidents right here where this event was featured. as you can see they are breaking it down now. things have wrapped up. organizers say their biggest challenge next is to make sure people do not forget about those people who are still fighting for their lives tonight. bret? >> bret: quite a sight today, mark meredith live on the mall. thanks. the biden administration is arranging for iran to get billions of dollars from iraq. this money comes from payments for electricity. it does give the president's critics some more fuel though that he is soft on iranian regime which continues to target u.s. service members through its proxies in the middle east. correspondent gillian turner at the state department to explain it all tonight. >> good evening, bret. biden administration is renewing the sanctions waiver that is going to allow the iranian regime access to up to $10 billion in funds that have been frozen inside iraqi bank accounts. this comes, the news comes, bret, of course as iranian backed militia groups continually are attacking u.s. forces based inside the middle east. now, despite 59 strikes, 56 strikes, excuse me, in 29 days, state department officials insist they are unconcerned about the prospect of that money being used to fund terrorists. >> we don't worry about on continuings. we worry about reality. the reality is that these last few weeks we have taken a number of actions ensure deterrence and conducted strikes against iranian backed militias. >> this waiver allows iraq to play iran for electricity to european as well as amani banks. 40% of power suppliy iran. it was two months ago the biden administration released $6 billion of frozen iranian funds and 5 iranian prisoners. in exchange for five u.s. hostages being held in iran. officials later touted a plan to prevent iran from accessing those same funds. critics though called that episode the largest ransom payment in history. republican lawmakers are now calling for increased sanctions against tehran. >> my advice to the biden administration is knock them out of the oil business. >> there is a whole suite of things we can be doing right now as a country to weaken iran and choke them off. this is not kinetic. this is good old fashioned hard, reimposition syria's sanctions. >> iran's ayatollah bragged should regabe access to billions of dollars of frozen funds, they plan to use it however they see fit to include funding hamas terrorists activity by way of defense tonight, bret, the state department tells us they have instituted 400 plus sanctions against the iranian regime during the biden administration. bret? >> bret: gillian turner at the state department, gillian, thanks. president biden is preparing for tomorrow's meeting with chinese leader xi jinping on the sidelines of the asian pacific economic cooperation or apec summit in san francisco. white house correspondent peter doocy is with the president it san francisco tonight. good evening, peter. >> peter: bret, president biden's first order of business here in san francisco to go lay low at his hotel for a few hours. he is going to headline he's clod door campaign fundraiser later on this evening, though. and there is so much talk about what this state's governor might have planned for 2024. but this afternoon, gavin newsom greeted air force one. >> the world's two most powerful men are meeting to bury the hatchet. >> being able to pick up the phone to talk to one another in a crisis, being able to make sure our militaries still have contact with one another. >> peter: on the negotiating table a deal to keep a.i. out of nuclear weapons and drones according to the south morning china post. >> once a fast follower in military in technical realms china is now seeking to leapfrog the united states. >> fentanyl also on the to-do list as the u.s. seeks a chinese crackdown on chemical plants. >> i wouldn't trust xi jinping and the chinese communist party on something you could throw them on something like this. >> the israel-hamas war will come up. >> we would welcome opportunities for if china was willing to be helpful in making sure that israel could get the support that it needs to defend itself. >> peter: dissent within the biden administration is growing. 400 u.s. officials from 40 departments, including state, the white house, and the national security council signed a letter that says we call on president biden to urgently demand a cease-fire and to call for deescalation of the current conflict by securing the immediate release of the israeli hostages and arbitrarily detained palestinians. >> we think the diversity inside the department is actually a strength, not a weakness. >> peter: the chinese economy, once fast-growing is slowing down, which president biden sees as leverage. >> i'm not going to continue to sustain the support for positions where if want to invest in china we have turn over all your trade secrets. >> peter: locals refers to this city's problems as a doom loop. that's high crime, homeless encampments and empty offices. while we have seen a ton of vacant store fronts, the city is spotless. everywhere that we go, somebody is spraying the sidewalk or the streets with a power washer. bret? >> bret: just need an apec summit every month. peter doocy traveling with the president, peter, thanks. israel's defense minister says his forces are now in control of the center of gaza city. he says troops have surrounded the hospital which israel maintains sits atop an underground headquarters of hamas terrorists. u.s. intelligence now confirms with that according to officials. in the north, israeli forces are responding to renewed aggression from lebanon. correspondent alex hogan is in northern israel again tonight. >> an exchange of rocket fire on the border of israel and lebanon, the israeli military sending in fighter jets and hezbollah using anti-tank missiles as the northern conflict escalates. >> hezbollah is a real army. they have a long range missiles. they have it units, they have special forces. they have been trained. >> to the south in gaza, the idf took control of hamas police headquarters, a command post and discovered this in the basement of a hospital. a baby bottle zip ties around chairs, a daily log, and a motorcycle. the idf says these are all traces that the hostages who were taken on october 7th. pentagon now confirms there is evidence that u.s. uses healthcare facilities to cover its tracks. president biden weighing in on a possible release. >> i believe it's going to happen but i don't want to get any detail. >> new hope for the families of hostages who today started marching from tel aviv to jerusalem. in gaza, families are marching, too. more than 200,000 people fleeing the fighting in the last 10 days. israel's foreign minister said the country likely only has a couple weeks before it will give in to international pressure for a cease-fire. after backlash, he quickly recalled that statement. still, officials here argue a cease-fire isn't as simple as it sounds. >> nobody wants to rule gaza as long as hamas is still standing on its feet. >> tonight, israel's defense minister says that the war has reached a next phase in gaza. he also warned that the idf has taken control of the north and that nowhere will be safe in gaza until those hostages go free. bret? >> bret: alex hogan in northern israel. alex, thanks. fox news alert. house speaker mike johnson's plan to avert a government shutdown this weekend minutes ago just passed the house. how he got that across the finish line has been the question. senior congressional correspondent chad pergram has the answer on capitol hill tonight. good evening, chad. >> bret, good evening, a big win for new house speaker mike johnson the vote 336 to 95. johnson found allies across the aisle to pass the bill. the democratic leadership team endorsed the bill because it lacked immediate cuts. >> we have made clear that there would be no spending cuts. we made clear there should be no poisonous political partisan policy provisions house freedom caucus spending for number of months. oppose the plan but they support johnson for now. >> we promised the american people that we would stand to thwart this administration. cut spending, secure the border. we have delivered on none of that so far. all we have delivered on is increasing the debt, 4 to $6 trillion. >> however, the new speaker had few options. either go to the mat for right wing priorities and force a shutdown or live to fight another day. >> yeah. chad, i'm one of the arch conservatives, okay? i want to cut spending right now. i would like to put policy writers on this. when you have a three vote majority as we do right now, we don't have the votes to be able to advance that right now. >> johnson passed the bill with more democrats than republicans. 209 democrats voted yes compared to 129 members of the g.o.p. that's exactly what happened when former house speaker kevin mccarthy passed an interim bill to avoid a shutdown in september. yet, he was shown the door. bret? husband of then house speaker nancy pelosi told jurors today how he went to their home as part of a bigger plan to end corruption in the country. david depape spoke for more than an hour. he tearfully walked by. and kind of caught me off guard. >> you felt it was on purpose and not an accident. >> 100 percent on purpose what are the chances. >> florida republican congressman matt gaetz in return, he was also one of those who voted to oust mccarthy led the charge has now filed a formal ethics complaint against the former speaker. mccarthy though is denying anything deliberate happened. >> i guess our shoulders hit. did i not run and hit the guy. did i not kidney punch him. >> you didn't assault him? >> no. >> so tensions spilled over as well at a house oversight hearing, bret, as ground after that segment. this evening we are joined by two lawmakers just back from a bipartisan trip to israel. madeline dean is a democratic congresswoman from pennsylvania. jerry moran is a republican senator from kansas. thank you, both, for being here. i want to talk about your trip and all that you are worried about about israel and hamas. but, just coming out of that story, there is tension up on the hill. there is a lot of working together across the aisle. but is it more tense, congresswoman? >> it's very tense. i think people are exhausted. exasperated and you can see on the republican conference just tension and a lot of bickering. a lot of fighting. a lot of bitterness. i hope you will see the contrast. that's not going on on the democratic side. >> bret: democrats have been involved in shouting matches, jamaal bowman and thomas is i a few weeks ago. it got really heated. there has been obviously over the years a lot of that, senator. but, in between all of that, you're getting stuff done. >> we absolutely are it's not the stuff that necessarily get reported but the fights make the news. and it is unbecoming of members of congress to conduct themselves in a way that's disrespectful of other people. we ought to be some levels of role models. it's different when i started in politics. it's much different than today. i would say the sad part to me is our country faces so many significant challenges globally. our enemies are arranging themselves around the globe to do us harm. it's a time in which the country should come together not pull itself apart. >> bret: you just finished a bipartisan, bicameral delegation trip to israel. what was your take away from your visit? >> well, i have to say i have been to israel, this was my third time to israel. and israel has changed. we went to tel aviv. we were on the ground maybe 12 hours. it is a quiet place, it's a somber place. as you come in, you are warned about when air raids go off, you will get out of this van. you will lie on the ground. when we checked into the hotel, which was extraordinarily quiet. we were taken first to the bomb shelter that is on every floor. and in our meetings, it was really a pleasure to be with you in a bipartisan way at this important time for israel and for the world. middle east and the world. >> one of the things you are very concerned about is funding. at a recent hearing you brought that up, senator, take a listen. >> >> we sent a message to the world that we are not a faithful ally and to our enemies, to our adversaries that we are not a threat. >> our adversaries would like to build a narrative that we are not a trustworthy ally. it's necessary to demonstrate that we're going to stick by our partners. >> bret: what did you hear from the israelis on that front as far as that funding and how crucial it is for them? >> the question i was asking the secretary of defense was about ukraine, that what message are we send going we fail? it's the same story with israel our adversaries are watching to see whether we are faithful to our friends. whether we are defensive against our enemies. and what i learned in israel is that in fact, i would quote the prime minister netanyahu what do you need? we need ammo, ammo, ammo. and we need it yesterday. so it's this recognition that once again the united states is necessary to try keep, to defend israel, to allow them to defend themselves and to make sure that the necessary world comes together in support of israel against horrific acts by terrorists that occurred now a little more than a month ago. >> congresswoman, i know you are pushing for that funding as well there has been some coverage about the democratic caucus and maybe a split as far as response to israel. do you feel that? number one and number two, what did you take from the march today out on the mall. >> i want to say the same as the senator that we must support these democracies that are under absolute attack. in the case of israel, the barbaric nature of the attack is something we must never forget prime minister 20 minute video showing a percentage of that barbarism. we have to support israel and we have to support ukraine, militarily but i expressed to the prime minister the need for humberto aid and to make sure that israel is able to pursue this war, root out hamas. use its ability to microtarget in order to protect civilian life. i have called for humanitarian pause in order to make sure to make sure humanitarian aid is getting. in people are getting out. and we have seen in the last week or so that the prime minister, they are pursuing multiple hours each day for humanitarian aid and, also, the movement of gazans. we have to protect. they have to protect civilian life. >> bret: sometimes when some lawmakers talk about it, they don't put the onus on hamas and releasing those hostages. it doesn't come out that way. >> well, and to your point, and the beautiful, heart breaking rally today, we met with hostage families in israel and again today the senate side. 200 plus members of families i met with a mother who both a son and daughter are hostage. the number one thing that has to happen there is the safe release of every single hostage. we also impressed that upon mr. netanyahu the defense minister gallant and had a meeting also with our ambassador lou who is abundantly capable. >> this is a crisis like we have not seen. >> last word, senator, you sense bipartisan uni unity on this is. >> broad support for israel and i guess the congresswoman would tell me if i am wrong, there is a majority in the house that would support ukraine aid, israeli aid, border improvements on our national security and i'm convinced that the votes are more than 60 for that in the (christmas music) ( ♪ ) weathertech gift cards have the power to wow everyone on your holiday list. offering a variety of american made products... weathertech! nice! like floorliners... cargo liner... seat protector... boot tray... cupfone... sink mat... pet feeding system... anti-fatigue comfortmat...and more. order the weathertech gift card instantly for the perfect gift at weathertech.com. ♪ >> we do have information that hamas and the palestinian islamic jihad use hospitals in the gaza strip, including the al shifa hospital as a way to conceal and support their military operations and hold hostages. they have weapons stored there. and are prepared to respond to an israeli military operation against the facility. >> bret: deputy press secretary sabrina singh at the pentagon talking about intelligence that the u.s. has backing up israeli intelligence that hamas is operating underneath hospitals including the one that has been targeted. let's bring in our fox news senior strategic analyst retired general jack keane. general, great to see you. >> great to see you, bret. >> there is some word that israelis are getting ready to move into that al shifa hospital. we have seen that they are in and around gaza. they feel like they are in gaza city and have control of it. but, when you are talking about fighting in an area like that, that likely is a control headquarters, underneath that hospital, that's a different kind of fighting. >> yeah. it's completely unprecedented in terms of my frame of reference. obviously, we don't fight in hospitals. that's a war crime in itself. but if the adversary using hospital to shield activity, obviously that can be done. i would suspect that is frustrating before i get to the point i'm about to make, israelis set up a field hospital and evacuate the people. they brought in fuel. the fuel didn't make it to the hospital staff. they brought in incubators to the babies. that didn't happen either. this is how diabolical hamas are. they actually want the casualties of those people in the hospital. they want that on a world stage so they can continue this widespread international condemnation of the israelis and also isolate them geopolitically and weaken their government if they can as well. this is what they are really about. now, to the military operation itself certainly they will try to separate the hospital from the tunnel complex and the fighters themselves. they would likely bring in people there that the highly skilled in the event that they have to deal with civilians mixed with the fighters themselves. that's the toughest form of fighting. and requires the most -- very specific highly trained people to do work like that. particularly in a confined area. >> bret: meantime, there are lawmakers now speaking out openly about warnings to iran. take a listen. >> if there is an expansion of the war where hezbollah goes all in, trying to overwhelm the state of israel, the right response for the united states would be to hit iran. if this war widens as a result of what hezbollah or the quds force or the idrc does, we're holding you accountable. >> bret: that hasn't really come from the administration in those kind of words. but it's coming from bipartisan lawmakers and saying if it expands. we have now 5 # attacks on u.s. troops in bases throughout the middle east and syria, iraq, other places from iranian proxy groups isn't that expansion? >> i mean, certainly. i think we are seeing cases where anti-semitic attacks are on the rise. today house republicans did a press conference and elise stefanik some of the jewish students colleges in her district having to bar their doors because they felt unsafe. and with this temperature, i mean, i'm sure things are only going to get worse. that's why you have people on both sides of the political spectrum speaking out. >> bret: josh, i mentioned the senate majority leader, the house minority leader, the house speaker, senator ernst representing mitch mcconnell. that was impressive. the administration, the president and the vice president, i know it's a quick thing and apec summit is happening, but is that a missed opportunity? >> i think it's a huge missed opportunity. and quite honestly i can't figure it out other than the most cynical possible scenario where they have concern. i think if you talk to democrats they actually do have a deep concern about how big the constituency is within a progressive left and they turn out in 2024 or may not. michigan, for example, you even talk about a couple hundred thousand islamic votes that they are banking on to carry the state of michigan that they are worried about because of the president stance and what he says towards israel it's a heck of a thing to have a constituency in the pro-hamas category. i hope that's not the case. but i don't know how else to answer that question. >> bret: speaker johnson was out there. i mentioned. he also had a victory on this continuing resolution passed with almost exactly the same vote that the last continuing resolution was passed under speaker mccarthy lost his job because of that vote. it seems like speaker johnson has some more goodwill there. breathing room. >> the eight members of the knuckle head caucus, somebody must have yelled squirrel because they are somewhere else and not bringing a motion to vacate ran their names and all have excuse for being anti-kevin and pro-mike. it doesn't make any sense. i'm glad they are where they are. but we are exactly where we were 40 days ago and the republicans lost leverage and crime with leverage of the knuckle head caucus. >> bret: speaking of antics, what is going unthere. i talked with the senator and congresswoman earlier. wow, it was a weird day. >> it was a really weird day. tim burchett, my colleague text me she heard him yelling saying kevin you don't have guts because he said he got slammed by the former speaker as he was passing by. a reporter who witnessed it who saw basically burchett lurch towards her with the impact that he had had and mccarthy was going around saying if if i was going to do that on purpose he would have known it, he would have been on the ground. and mark standing up. he is an mma fighter, basically saying you want to go and the witness. >> bret: to the witness. >> and the witness saying yeah i will take you. i'm sorry, i don't think you know what kind of fight you are signing up for knowing his record. it was a pretty odd day. that's what happens when you leave members together for that long. >> bret: senator mcconnell something like that. we have a different whole different genre going. >> we are going to hide the canes in the senate. no question about that. >> bret: what do you think is going on as far as the funding situation? i mean, is this speaker johnson getting a little leeway because of what happened with republicans before? >> no question. i mean, this is the same thing that got mccarthy booted, obviously. he is going to get a little bit more leeway because they think it's not a problem of his own making. i think the thing they are going to have to grapple with and they will get this part of it done and not going to have a government is thedown. ultimate thing they have to deal with this conference purity doesn't exist down the road than where it does where you stand. right now what they are dealing with either have to build bipartisan coalitions or have complete unanimity within that conference. unanimity doesn't appear to be within reach, unless i'm missing something. so, we'll see where it goes from here. >> bret: yeah, hugh, one last thing. that is this iran situation with the waivers on the iraq money. it's about $10 billion. a little complicated, but bottom line is iran gets money. and money is fungible. we talked about that with the $6 billion. do they have a big issue with iran policy? >> they do. and it's incoherent. i talked with senator cotton about in this morning the bottom line as you say $10 billion to iran. iran is shooting at and wounding american soldiers. 50. 54 i believe your reporting tonight in the last four weeks. it is incoherent for the administration to be doing that i hope the members of congress reject the waiver. >> bret: we are hearing that from both sides, olivia about iran. >> certainly that was something that mike johnson presented when he said we are going to keep the israel plan separate from the c.r. and i think that we're hearing more and more about iran being involved in ukraine. there is appetite especially growing among republicans. >> bret: concerned about world war iii but you also kind of have to show you are standing up. >> started with the disconnect in this administration saying there is no smoking gun that iran was involved at all. did they fund it?
