Last month, the Dorothy Day Hospitality House on Spring Street in Danbury, which offered shelter to some of the city’s poorest residents for 37 years, lost its appeal to remain open. The tool used to shut it down? An obscure zoning violation.
The 16-bed shelter is located in a working-class neighborhood zoned for high-density housing. Zoning regulations require nonprofits wishing to provide shelter for the homeless to obtain an exemption to operate in neighborhoods like Spring Street. The shelter was granted permission to operate by zoning officials in 1983. In addition, for many years it applied for and obtained a license for dormitory use. ....

STRATFORD Mayor Laura Hoydick has proposed a budget that would deliver a very slight property tax decrease.
The $240.4 million spending plan would see the mill rate drop from 39.64 to 39.60.
Currently, a house assessed at $200,000 pays about $7,928 in property taxes annually.
Under the mayor’s proposal, the same homeowner would pay $7,920, a decrease of $8. ....

STRATFORD A Town Council member accused of driving drunk at 117 mph on the Merritt Parkway will have the charges dismissed if he completes a diversionary program.
William Perillo, 51, a Republican who represents the Seventh District on the council, also made a $500 charitable contribution and paid a $500 fine as part of a deal with prosecutors.
In emails Thursday, Perillo said he was happy the charges will eventually be dismissed.
“I respect our courts and (am) satisfied with the outcome,” he said. “I have completed everything that was required.”
State police said Perillo, a retired police officer, was stopped about 10:10 p.m. Sept. 12, 2020, near Exit 53 on Route 15 southbound. ....
