CORBIN, Ky. â The officer involved in the fatal shooting of a 19-year-old Corbin man was officially identified Friday as the Corbin Police Department released more details about the shooting. Family and friends of the teenager say the details don t portray the man they knew.
According to a statement from Corbin Police Chief Rusty Hedrick, Stephen Meadors, a 12-year veteran in the force, was off duty and at his home on Dogwood Cove in Corbin at 2:45 a.m. Feb. 14 when a neighbor contacted him about a person, later identified as Phillip Davenport, causing a disturbance and attempting to force entry into a neighborâs vehicle.

CORBIN â Three Corbin Police officers were promoted during Tuesday eveningâs City Commission meeting.
Corporal Stephen Meadors was promoted to Sergeant, as was Corporal Jeff Hill. Patrolman Lonnie Sawyers was promoted to Corporal. Sawyers was the only officer present at the meeting to receive his plaque.
âI just want to give a big shoutout to the police department, fire department, public works,â said Mayor Suzie Razmus. âThe last few days, they have worked nonstop, I am so thankful for you all. You really take care of our citizens at great risk to yourselves. I just canât thank you enough. Keep up the good work, guys.â
