Douglas County moves back to in-person trials after a year long pause


Following more than a year of stalled jury trials, Douglas County began holding in-person jury trials at the county fairgrounds last week.
Chief Judge James McCabria issued a statement on March 18 about his decision to utilize the fairgrounds and resume in-person jury trials.
“We’ve consulted with all of the stakeholders, we’ve sought guidance from health experts throughout the pandemic, and we are confident that whether a trial occurs at the judicial center or at the fairgrounds, this district is fully capable of resuming this important function for the community,” McCabria said in the statement.
McCabria’s decision to resume in-person jury trials stemmed from the recent decrease in weekly COVID-19 cases in Douglas County. By using the fairgrounds, up to 30 potential jurors can be screened at a time, and safe distances can be provided, according to the statement. ....

Douglas County Courts reflect on the past year, set to move to in-person trials this month


When the pandemic first took control of the country, court proceedings subsequently paused in Douglas County and across the nation. Chief Judge James McCabria of the Douglas County District Court said the state Supreme Court implemented a statewide administrative order that suspended all district court proceedings until further ordered by the court. 
On March 16, 2020, the Supreme Court of Kansas issued an administrative order outlining restrictions to mitigate the spread of COVID-19, which included mandatory quarantines, no in-person meetings and other safety measures.
“When the pandemic hit, we suspended all operations,” McCabria said. “The Supreme Court order removed all jury trials from the dockets and didn t give us a lot of direction as to when those would resume.” ....

A Lawrence man accused of attempted murder after allegedly driving a vehicle with a passenger into Lone Star Lake has been declared mentally incompetent.
The Douglas County District Court on Wednesday ruled that Jeremy S. Williams, 22, is currently not competent to stand trial for the charges he is facing and ordered him to receive treatment at a state hospital, according to court records.
With the court’s ruling, Williams will be transferred from Douglas County Jail to Larned State Hospital, said Deputy District Attorney Joshua Seiden. Williams’ case will remain pending while he receives treatment and attempts to restore competency, Seiden said. ....
