AEP services all of South Texas, parts of West Texas and North Texas east of the Panhandle. At the apex of this crisis Tuesday morning, 468,000 of their customers were left without power. As of 10:15 a.m. Thursday, 124,000 customers are still without, according to a news release. ....

Zapata County Judge Joe Rathmell noted that this is an especially difficult ask given that most residents do not have access to natural gas or propane to heat their stoves. Tony Arce, manager of community affairs for American Electric Power, noted that on Wednesday morning, about 33,000 accounts across Laredo, Encinal, Zapata, Rio Bravo and El Cenizo were without power. By noon, around 2,000 of those accounts had been restored, and several thousand more a few hours later, Arce said. They hope to make more progress as more energy capacity comes online. ....
