Zapata County residents grappled with compounding challenges on Tuesday afternoon as over 70% of households and businesses were without power and the county was forced to issue a boil water notice due to low water pressure in their system.
Zapata County Judge Joe Rathmell noted that this is an especially difficult ask given that most residents do not have access to natural gas or propane to heat their stoves. Without electricity, many have no way to boil the water. ....
