With Hydro Projects in the Himalayas Flouting Norms, Disaster Is an Eventuality

In the wake of the recent flash floods that ravaged Uttarakhand’s Chamoli district, questions are once again being raised on the suitability of hydropower or hydroelectricity projects (HEPs) in the Himalayan region. It is alleged that such projects are hindering the flow of the Ganga river immensely and their water discharge is inadequate, which adversely affects the health of the river. ....

The disaster that unfolded on February 7 in the higher reaches of Uttarakhand after a portion of a ‘hanging glacier’ on the slopes of Nanda Devi broke off and triggered flash floods strikes yet another environmental alarm bell for India’s Himalayan regions. The glacial collapse, near Raini village above Joshimath in the state’s Chamoli district, sent a wall of water and debris down the Dhauliganga and Rishiganga tributaries of the Alaknanda river, causing significant destruction along the route, including damage to major hydropower projects. At least 32 people are dead and over 170 are reported missing. ....

The once-prosperous Uttarakhand villages and their long wait for rehabilitation


“The residents of Chaien village have been waiting for 13-14 years for rehabilitation,” Sati said.
Recurring loss and constant fear
“We live in constant fear of death due to rocks falling from the mountains and the earth shaking due to the tunneling work for the power project,” 62-year-old Yashoda Devi said.
She said 21 families whose houses had developed cracks due to the tunneling work were rehabilitated in Joshimath, located on the opposite mountain.
“We were assured of rehabilitation in a phased manner, but haven’t heard anything in the past few years,” Yashoda Devi said.
The Vishnuprayag Hydroelectric Project was awarded in 1992 by the then Uttar Pradesh government to Jaiprakash Power Ventures Limited. The run-of-the-river project entailed building a barrage in Lambagad, behind the mountain on which Chaien village is located. The water from the reservoir is diverted through tunnels under village. ....
