If you ve been slacking on social etiquette over a year of social distancing, now’s a good time to brush up. In the biggest step back toward “normal” since the coronavirus pandemic began, the Centers for Disease Control and Prevention said this week that fully vaccinated Americans can ditch their face masks in most situations.
It didn’t take long for North Carolina to embrace the new guidelines. On Friday, Gov. Roy Cooper lifted the state’s indoor mask mandate for most situations and fully eased capacity limits on businesses. The move came as more than half of North Carolina’s residents have gotten at least one dose of the COVID-19 vaccine and after 14 months of a pandemic that’s claimed more than 12,800 lives in the state. ....

WILMINGTON, N.C. (WECT) - In the state of North Carolina, personnel records of public employees are closely guarded secrets, with extremely limited information available to the public. But a new bill in the state Senate would make it much easier to look into employees, and possibly spot problems before they have a chance to get worse.
The Government Transparency Act of 2021, also known as Senate Bill 355, would “create a new requirement that the State provide a general description for each demotion, dismissal, transfer, suspension, separation, or other change in position for each state employee,” according to a summary of the bill. ....

WILMINGTON, N.C. (WECT) - As a judge deliberates on the release of body camera footage from the shooting death of Andrew Brown Jr., the discussion surrounding North Carolina’s body camera law is once again called into question.
The current law comes from 2016 after then-Governor Pat McCrory signed a law limiting access to body camera videos. The law made it so police videos taken from dashcams and body cameras were no longer considered public records, instead, anyone requesting to see the video or have it released must get a judge to sign off on its release. ....

The North Carolina Open Government Coalition will hold its annual Sunshine Week events during the week of March 15, 2021.
The annual program invites journalists, citizens, government officials, transparency advocates and students from around the state to come together to learn from open government experts and discuss ways to improve government accountability and information access in North Carolina. All events are free, virtual, and open to the public (registration required).
The program includes the following activities:
Reporters from the NC Watchdog Reporting Network will discuss the annual Sunshine Week reporting project. This year, the collaborative project focuses on accountability in law enforcement. The North Carolina Open Government Coalition supported and released a new project Friday that allows for a new understanding of the players that fund campaigns in North Carolina and how federal money plays a role in state politics. 
The project, a collaboration with data journalists and data analysis experts from across the country, focuses on the push by Democrats to win state House and Senate elections in order to hold more sway over the redistricting process. Coupled with a presidential and U.S. Senate races, the 2020 election season is likely the most expensive election cycle on record in North Carolina. ....
