"No excuse" absentee voting clears key hurdle

A constitutional amendment ending the requirement voters have an excuse to obtain an absentee ballot was given final approval in the state Assembly on Tuesday along with a provision allowing New Yorkers to register to vote on Election Day. 
The amendments will go before voters in November for final consideration before they can be added to the state s constitution. 
Absentee balloting in New York sharply increased last year during the COVID-19 pandemic after officials in essence ended the no-excuse requirement for voters, who could request a ballot if they were concerned they could contract the virus.  ....

New York legislature passes bill to allow parolees to vote upon release


New York State Team
New York’s parolee population may soon have the right to vote when they are released from prison. 
A bill received final approval from the state Legislature on Wednesday that would amend state election law to give parolees the option to vote following their release from incarceration, aiming to facilitate community reintegration and civic participation. 
The bill passed the Democratic-led Assembly after passing in the Senate in February. 
It would require that parolees are notified of their voting rights, provided with a voter registration or declination form, afforded assistance in filling out those forms and given other resources on voting rights.  ....

Some bills kicking around the Assembly to strengthen voting rights have raised some eyebrows for a curious provision: an expiration date at the end of this year.
The concern, the sponsor says, is unwarranted. The bills are intended to plug some gaps this year, and more comprehensive, permanent legislation will come soon. Let’s hope so, because when it comes to voting rights these days, the clock is always ticking.
Democratic lawmakers in New York, fully in control of the legislative and executive branches since 2019, have done some positive things with all that power when it comes to voting rights. And they’ve cued up some needed constitutional fixes on the ballot this fall to allow Election Day voter registration and no-excuse absentee voting. ....
