Conowingo Dam's costly pollution cleanup could provide obstacles for efforts already underway in Lancaster County


Worried about mounting conservation mandates and their prohibitive costs, local stakeholders continue to raise concerns about the development of a plan to clean previously overlooked pollution piled up behind a Maryland dam.
The strategy, which is in its final planning stages, is likely to have an impact in Lancaster County, especially its farmland, which contributes pollutants to the downstream Conowingo Dam.
Now, officials in the county and across the state are concerned about the Conowingo project s costs, as well as its potential to draw resources away from other local clean-water efforts.
There are a couple of “potential pitfalls,” according to Allyson Gibson, coordinator at Lancaster Clean Water Partners, a countywide group of organizations working toward clean water. ....

LANCASTER, Pa. On a cold and sunny winter day on Dec. 30, six local residents gathered at a rural road near the Lancaster-Berks line and unloaded a wooden canoe, a faux fur and an old jug of the kind that once held rum.
The ensemble began pushing the 85-pound canoe through knee-deep swampy mud, at one point having to hoist the canoe over a turned-off electric fence. It may have seemed somewhat comical, but the group may have been retracing an arduous and important fur trade portage for the first time in 250 years. ....

Kautz, a software engineer from East Lampeter Township, had been doing research for his upcoming book, “The Conestoga River: A History,” and came across multiple accounts of a 17th-century fur trade route through Lancaster, Berks and Chester counties used by Native Americans and early Colonists.
Native Americans would paddle canoes loaded with beaver and deer hides from their villages along the Susquehanna the length of the Conestoga River. When the headwaters of the Conestoga became too shallow to be navigable, they would have to carry their canoes a couple miles to the headwaters of Pine Creek, which flowed into French Creek and on to the Schuylkill River where trading posts were located. ....

Lack of funding, not Lancaster County farmers, to blame for Chesapeake Bay pollution: foundation


That’s especially true on Pennsylvania farmland, including in Lancaster County.
All of that is according to a report released Tuesday by the Chesapeake Bay Foundation, which noted some improvement in pollution levels but gave the bay a low grade of D-plus — the same grade it got in a previous report issued two years ago.
But Don Ranck, the Lancaster County Farm Bureau’s president, said pollution reduction goals for the bay are unrealistic.
“Yes, farmers want to help. Farmers want to do what s right,” Ranck said. “But we have a goal that is impossible to reach. They set the goal higher than can possibly be reached.” ....

Precision conservation comes into focus in Pennsylvania


Since 2016, the Chesapeake Conservancy has pioneered the use of highly detailed images of landscapes taken from low-flying airplanes to pinpoint where conservation measures can best be deployed to clean up streams.
Those high-resolution images — down to a scale of 1 square meter — can pinpoint the locations of pollution hotspots, such as stormwater runoff from farms and developed land, and sites with bare, erosion-prone streambanks. Lidar (light-detection and ranging) technology uses a pulsed laser to measure distances and show elevation changes and steep slopes.
