Image McNichol is a Senior Fellow specializing in state fiscal issues including the economy’s impact on state budgets and long-term structural reform of state budget and tax systems. She also works on related state policy issues including estate taxes, pension funding, and trends in income inequality. McNichol joined the Center in January 1996. She brings twenty years of experience working on state and local budget and tax issues including six years as director of the Center s State Fiscal Project. Before coming to the Center, she served as Assistant Research Director of the Service Employees International Union in Washington, D.C. Prior to that, she was a staff member of the Joint Finance Committee for the State of Wisconsin Legislature specializing in property taxes and state aid to local governments. ....
Image Nick Johnson serves as Senior Vice President for State Fiscal Policy at the Center on Budget and Policy Priorities, a Washington, D.C-based research and policy institute. He directs the Center’s State Fiscal Policy division, which works to advance equity, accountability, and economic opportunity through stronger state budget and tax policies. Over his more than 20-year career as a researcher at the Center, Johnson has written extensively on a range of state fiscal policy issues. He also serves as an advisor to the members of the State Priorities Partnership, a network of independent state-level policy organizations. In 2004 Johnson was awarded an Ian Axford Fellowship in Public Policy and served as an advisor to the New Zealand Treasury and the New Zealand Ministry of Social Development, conducting analysis of that country’s programs of tax relief and cash assistance for low-income families. ....
Image Jenny Sullivan is Director of Housing and Health Integration and leads Connecting the Dots: Bridging Systems for Better Health, a Center initiative that identifies opportunities to strengthen the link between housing and health policy. Before taking this role, she worked on the Center’s State Fiscal Policy team, where she directed work to advance population health and equity through better state budget and tax policies. Prior to joining the Center, she was Director of Policy and Programs at the Alliance for Health Policy. From 2011-2017 she served in leadership roles at Enroll America, where she worked with national and state stakeholders to identify, develop, and disseminate information about outreach and enrollment best practices for Medicaid, the Children’s Health Insurance Program, and the Affordable Care Act’s health insurance marketplaces. Image Mazerov joined the Center staff in January, 1998. He is a Senior Fellow with the Center s State Fiscal Project. His work focuses on state and local taxation of business under corporate income and sales taxes, including taxation of Internet commerce. He has written reports on strategies for closing state corporate income tax loopholes and broadening state sales taxation of services. He also analyzes federal legislation affecting state taxing powers, such as the Internet Tax Freedom Act and the proposed “Business Activity Tax Simplification Act.” He is frequently quoted in national and state print media.
