Member Noemi Legaspi was the dissenting vote. The discussion on whether to uphold the board s previous intent to terminate was conducted during a nearly two-hour executive session. The board reconvened publicly to vote. Board chairman Anthony Medina announced in January that Moreno Gilson had been put on leave while an outside investigation was conducted around a personnel complaint. He did not disclose the nature of the complaint but clarified it did not relate to children. ....
Just over a year after taking the job and about two months after being put on administrative leave, Superintendent Oscar Moreno Gilson announced his plans to sue the Woodburn School District. Moreno Gilson notified the Woodburn school board Tuesday of his plans to sue, alleging breach of contract, retaliation and intentional infliction of emotional distress. The board plans to send the superintendent a Notice of Action that Moreno Gilson s attorney said they discussed in an executive session. It is not yet known what action the board will take, though Moreno Gilson could be terminated. (AP) - A lawyer representing the Woodburn School District Superintendent, who has been placed on leave, has filed a notice saying he intends to sue the school district. In the notice, lawyer Maria Witt says Superintendent Oscar Moreno Gilson was “targeted and retaliated against for attempting to institute a culture of accountability” within the Woodburn School District, Oregon Public Broadcasting reported. Moreno Gilson assumed the top role in Woodburn last summer. In the notice, Witt said Moreno Gilson restructured the district’s senior leadership team and made changes based on the Oregon Department of Education’s Every Student Belongs rule, which prohibits hate symbols and requires districts to adopt ....

(AP) The Oregon Supreme Court on Friday ruled that the Legislature will have until Sept. 27 to complete the redistricting process, giving lawmakers more time to draw political boundaries following a delay in crucial census data. The unanimous decision by the justices will give legislative leaders nearly three extra months to do their work. Redistricting, the process where lawmakers redraw legislative and congressional districts, occurs every 10 years following the census. Districts must be equal in population to each other. Although there’s a set number of state legislative districts, due to Oregon’s population growth in the last decade it is likely that the state will receive an additional seat in the United States House of Representatives. ....
