Woodburn school board fires Superintendent Oscar Moreno Gilson Natalie Pate, Salem Statesman Journal VIDEO: School boards in Oregon Replay Video UP NEXT In a 4-1 vote Monday evening, the Woodburn school board voted to terminate Superintendent Oscar Moreno Gilson. Member Noemi Legaspi was the dissenting vote.  The discussion on whether to uphold the board s previous intent to terminate was conducted during a nearly two-hour executive session. The board reconvened publicly to vote.  Board chairman Anthony Medina announced in January that Moreno Gilson had been put on leave while an outside investigation was conducted around a personnel complaint. He did not disclose the nature of the complaint but clarified it did not relate to children.
