Neil Tague Outline plans for 1,100 homes accessed from the Western Distributor Road have won approval in Preston, with a smaller proposal from Wainhomes refused. The larger scheme is being progressed by Scottish property business Robertson Group, working with trustees of the Tom Barron Pension Scheme. In a hybrid application the applicants sought full consent for a new roundabout and associated works from the £207m distributor road, which is currently under construction; and outline permission for up to 1,100 homes, with the possibility of a primary school and local retail centre in addition. The site in question comprises 111 acres in three parcels of primarily agricultural land, close to the 17th century Bartle Hall country hotel. As outlined last month by ....
Insight 5 Feb 2021, 11:05 The Law Commission described the law around compulsory purchase orders as “an unwieldy and lumbering creature” in its Towards a Compulsory Purchase Code report. In truth, part of the reason why the law is challenging is the schizophrenic nature of the approach the Courts have taken to compulsory acquisition. So in one case the Court of Appeal referred to the “draconian” nature of the exercise of compulsory purchase power, whereas the House of Lords described the power as: “an essential tool in a modern democratic society [that] facilitates planned and orderly development.” It is strange then that despite the nature of the creature, the powers available to Local Authorities are increasingly being used as a vehicle to secure development and regeneration. ....

CLIMATE TARIFFS Country held to ransom by Coalitionâs blockers How long did Morrison think the world would wait for Australia to take climate change seriously (âClash on green tariff bidâ, 11/2). The UK parliament declared a climate emergency almost two years ago in May 2019. Australia will lose every which way if we donât get on board with the transition. It is well past time for Morrison to show some leadership and bring the blockers in his party and the Nationals into the 21st century. They are holding this country to ransom, wasting valuable time, trying to stave off the inevitable. ....
The hardy characteristics of the Luing female are proving key to the success of Robert McCarlie’s suckler cow herd at Wester Hassockrigg, Harthill. “We have a lot of rough ground and with the high rainfall, it doesn’t make life easy. Being in such an exposed area and a dreich part of the country, it is challenging but the farm can grow good grass in the summer. “This is why we depend on the Luing and Sim-Luing for their hardiness and good temperament– we would struggle to find another maternal breed as good. The Sim-Luing provides the best of both worlds, having the hardiness as well as the power to produce a strong store calf,” added Robert, who has run Luings for over 20 years on the farm in between trialling various other breeds. ....

In addition, an area of land within the site has been earmarked for the construction of a secondary school. ....
