Rio Rancho Governing Body members voted 5-1 at their virtual meeting Thursday night to move Geisel to the top appointed position in the city, effective May 3. Councilor Jim Owen cast the dissenting vote. Owen said he was disturbed that Geisel was leaving the position of acting Development Services Department director, where Owen thought he was most talented, and concerned about the direction of the city with the development director chair empty.

Rio Rancho has been without a permanent city manager since Keith Riesberg left in 2018. His replacement only stayed a matter of months. But the long search for a replacement could be nearing an end. Mayor Gregg Hull has nominated city development director Matt Geisel for the vacant city manager post. Geisel has no experience as a city manager, though he has filled other city roles over the last several years and is now being enthusiastically supported by Rio Rancho’s development and civic communities.

The Rio Rancho Governing Body has approved a settlement arranging for a private company to catch up on back payments it owes through a 2013 economic development agreement. During their virtual meeting Thursday evening, governing body members voted unanimously to update the ordinance that authorized the issuance and sale of industrial revenue bonds to help recruit scientific research company Stolar Research Corp. to Rio Rancho. Mayor Gregg Hull voted in the absence of City Councilor Daniel Stoddard.
