City resists fining residents for costly, sloppy trash handling
Rather than raise trash rates, Waste Management of New Mexico trash collection service has proposed fining customers who put trash in their recycling bins or overfill their trash cans, but most Rio Rancho Governing Body members said the rules were too vague and would cause too many complaints.
On a 5-1 vote during their meeting Thursday night, Rio Rancho Governing Body members opposed changes to the city’s contract with Waste Management. They directed the company and city staff to clarify language and bring back the amendments at their June 10 meeting.
City budget proposes more police, savings

The recommended City of Rio Rancho budget for next fiscal year includes two new police officers, extra money for residential street repair, pay raises for city employees and investments for the future.
The recommended budget from Acting City Manager Peter Wells projects revenues of about $71 million and spending around $63.7 million in the general fund for the fiscal year running from July 1, 2021, through June 30, 2022.
The Rio Rancho Governing Body is scheduled to take public comment on the budget at its regular meetings on May 13 and 27, both starting at 6 p.m. Governing body members are set to adopt a budget May 27.

The Rio Rancho Governing Body has approved a settlement arranging for a private company to catch up on back payments it owes through a 2013 economic development agreement.
During their virtual meeting Thursday evening, governing body members voted unanimously to update the ordinance that authorized the issuance and sale of industrial revenue bonds to help recruit scientific research company Stolar Research Corp. to Rio Rancho. Mayor Gregg Hull voted in the absence of City Councilor Daniel Stoddard.
