Harlan Kelly, head of the San Francisco Public Utilities Commission, appeared virtually in federal court on Dec. 8 to face fraud charges for allegedly trading confidential insider information about a government contract in exchange for a paid family vacation to China. Prosecutors said during the hearing that federal authorities had found cocaine in Kelly’s house during a search. The substance was left by a visitor, according to Kelly.
