SAN FRANCISCO, Calif. San Francisco was awash in corruption scandals in 2020. Harlan Kelly, head of the San Francisco Public Utilities Commission, appeared virtually in federal court on Dec. 8 to face fraud charges for allegedly trading confidential insider information about a government contract in exchange for a paid family vacation to China.
Prosecutors said during the hearing that federal authorities had found cocaine in Kelly’s house during a search. The substance was left by a visitor, according to Kelly. Although he avoided drug charges, Kelly was charged with honest services wire fraud. His wife Naomi, a city administrator, has since taken a public leave of absence and maintains her husba

Mayor London Breed appointed San Francisco’s economic development chief, Joaquín Torres, as the next assessor-recorder Wednesday the latest City Hall shakeup in the wake of a public corruption scandal that has forced a shuffling of top officials.
Torres, who is director of the Office of Economic and Workforce Development, will step in for Carmen Chu, whom Breed appointed as city administrator this month. Chu takes over from Naomi Kelly, the current city administrator, who plans to step down Feb. 1 after prosecutors charged her husband in a multipronged bribery scheme that was first made public last year.
