The Setting
Emmet County is a rural county in Northern Lower Michigan. The population ebbs and flows with the season, following the trail of tourists seeking Petoskey stones along the shores of the Little Traverse Bay or making fresh tracks on the cross-country ski trail. While the population is modest, its recycling program is anything but.
The program s parent department, the Emmet County Department of Public Works (DPW) does not rely on tax dollars, instead funding its operations entirely from sales of recyclables and fees for services. The recycling program recovers 60 different materials. Twenty-eight recyclables are collected via the county s 13 drop off sites and their curbside collection service, the latter serving 60% of the county s households under contracts with local townships and municipalities. Resurrecting a position that was abolished more than 40 years ago, the U.S. Department of Transportation is appointing a Chief Science Officer for the entire agency, and has taken additional steps “to act on the Biden-Harris Administration’s commitment to address the climate emergency and restore scientific integrity.” And the Federal Transit Administration has made available $10 million in TOD (transit-oriented development) planning grant funds.
U.S. Secretary of Transportation Pete Buttigieg has designated Robert C. Hampshire, Ph.D., as Acting Assistant Secretary for Research and Technology, and officially as Chief Science Officer. Hampshire will serve as the principal advisor to Buttigieg on science and technology issues, “ensuring that USDOT’s RD&T (Research, Development & Technology) programs are scientifically and technologically well-founded and conducted with integrity,” DOT ....

“I requested an additional 10 years, so that we don’t hit the ratepayers as hard as what they’re telling us to,” said Lampi. 
Lampi supervises the public water system in the Upper Peninsula city of Escanaba, population 12,160, where pipes connecting 8 out of 10 buildings to a city water main must be replaced. The city has already increased water rates twice to pay for the effort, he said, and he worries that residents, 1 in 5 of whom live in poverty, can’t handle much more.
As utilities across the state launch into a massive lead line replacement effort that is expected to be paid for largely by ratepayers, they are navigating a host of challenges, from the price to replace lead pipes, which can cost several thousand dollars per house, to where they’ll find enough contractors to do the work.  ....

MARQUETTE Gov. Gretchen Whitmer on Monday announced appointments to the Northern Michigan University Board of Trustees and the Michigan Tech University Board of Trustees as well as the Eastern Michigan University Board of Regents and the boards of trustees of Ferris State, Grand Valley State and Western Michigan universities.
Named to the NMU Board of Trustees was Gregory J. Seppanen of Marquette, a retired teacher who taught U.S. history, government, world history and economics in the Marquette Area Public Schools for 24 years. Seppanen has also served as a Marquette County commissioner, supervisor of Chocolay Township and as a member of the U.S. Army Presidential Honor Guard. He remains an active member of both the Marquette County Planning Commission and the Central U.P. Planning and Development Regional Commission. ....
