I wrote an op‐​ed about ending the drug war in the New York Times in 1988. It’s taking the world a long time to come around to my position. Meanwhile, the effects of prohibition persist. I complained in 1988 about 824,000 arrests a year. It was more than 1.6 million in 2018. I noted that the federal government was spending $3.9 billion a year on the drug war, and the figure is far higher now, though estimatesvary.
This week’s newspapers have reminded me of some of the less immediately obvious effects of prohibition. As with alcohol prohibition in the 1920s, it’s not enough simply to announce a ban on the possession, use, and/​or sale of some substance. Since people want to use the substance that’s why other people want to ban it the law will have to be enforced. That means police, arrests, courts, prisons, and billions of tax dollars. KUALA TERENGGANU, Feb 24 The High Court here today sentenced a lorry driver to death by hanging after he was found guilty of distributing methamphetamine worth RM22 million four years ago.
Judge Datuk Abdul Wahab Mohamed meted out the sentence against Mohammad Ishak Ramli, 37, after the defence failed to raise reasonable doubt on the charge.
However, another accused, Nur Muhammad Izzudin Nordin, 29, the co-driver was released and freed of the same charge. ....

Alternative Mississippi medical marijuana program barely wins approval from Senate


JACKSON • Legislation that would create a new medical marijuana program in Mississippi if the voter-approved Initiative 65 is overturned in court cleared the state Senate on the second try last week early on Friday morning.
Senate Bill 2765, the Mississippi Medical Cannabis Act, failed by a single vote Thursday evening. But six hours later, after 1 a.m. Friday — and facing a looming legislative deadline — senators returned and narrowly passed the sweeping piece of legislation. It now heads to the House for consideration.
Voters in November overwhelmingly approved Initiative 65, which amended the state constitution to include language creating a medical marijuana program. State health officials are in the early stages of setting up that program, which allows marijuana use for patients with an array of medical conditions. ....

As overdoses reach record levels across Maine, The Maine Recovery Advocacy Project (ME-RAP), along with other advocates and legislators, today is urging action on four bills to reform how Maine deals with addiction and act on solutions that will make an impact across the state. The state of Maine is on track to see record-breaking overdose deaths in 2020, with the Third Quarter Drug Overdose Report, released by the Office of Attorney General and the Office of Chief Medical Examiner last week, showing that there were 380 deaths caused by drugs in the first three quarters of 2020, the same number of total deaths in 2019.
