Town declares annexation not in public's best interest

PLATTSBURGH — A unanimous decision of the Plattsburgh Town Board found the Lake City s requested annexation not in the public s best interest.
The vote came a couple weeks after the Plattsburgh City Common Council declared the action was in the public s best interest.
In speaking with our special counsel, given the fact that the two municipalities are at odds, we are probably talking about several years in the court system, Plattsburgh Town Supervisor Michael Cashman said.
This is far from being over.  
THE ANNEXATION
The land in question is about 224 acres owned by the city, but located off of Rugar Street and Reeves Lane in the Town of Plattsburgh.  ....

PLATTSBURGH — More than one-third of the $900 billion COVID relief bill was committed to helping the nation s small businesses stay, or get back on, their feet, and bar owner Bobby Hall said it was about time.
We could use the help,  he said. We could definitely use the help.
PAYROLL RELIEF
The package budgeted $325 billion for small business aid, more than $284 billion of which was to support a second round of the Paycheck Protection Program (PPP). 
That forgivable loan program was first issued under the $2 trillion Coronavirus Aid, Relief, and Economic Security (CARES) Act earlier this year.  ....

Lack of federal aid 'a gut punch' to Cl. Co

PLATTSBURGH — Congress gifted no aid to state and local governments in the COVID relief package it passed Monday, leaving Clinton County officials disheartened.
It s local governments that are dealing with the loss of revenue at the same time that (they) are, boots on the ground, having to deal with this pandemic, County Administrator Michael Zurlo said. 
It s a bit of a gut punch.  
STIMULUS PACKAGE
The $900 billion package planned to expand unemployment benefits, reopen a forgivable loan program to small businesses and reissue stimulus checks nationwide. 
State and local governments had long advocated for funds to support their operations, as well, and while that aid had been considered, it was ultimately left out of the federal bill.  ....

City settles on 2021 budget plan

PLATTSBURGH — After months of throwing elbows, the Plattsburgh City Common Council came to a consensus Thursday night, closing out 2020 with an approved budget for next year, which features a modest tax cut.
It s fair; it s equitable; it doesn t put people out of jobs; it s fiscally responsible, City Councilor Elizabeth Gibbs (D-Ward 3) said of the spending plan.
It was the right thing to do to settle that before everyone goes away on Christmas — to know that they have a jobs.   
FINALIZED BUDGET
All five councilors voted to OK the $59.9 million spending plan at their final meeting of the year. 
It offered up a tax rate of $11.41 per $1,000 of assessed property value, down $0.24, or more than 2 percent, from the current year.  ....
