Costa Mesa to place tax liens on properties where illegal dispensaries have unpaid fines
An illegal dispensary on Costa Mesa’s College Avenue was raided April 20. City officials on Tuesday certified a process for adding unpaid code and building violation fines, given to illegal cannabis dispensaries, to a landowner’s property tax.

After issuing code violation notices and citations to illegal cannabis dispensaries and property owners a practice that, in recent years, has racked up $122,475 in unpaid fines the city of Costa Mesa is upping its nuisance abatement game.
City Council members this week passed a resolution to place delinquent citations on the county’s property tax roll as a lien against offending properties, meaning owners would have unpaid fines added to their property tax bills as a special assessment. ....

Locals seeking out pop-its, sparklers and snakes for their Fourth of July festivities marked their calendars for Wednesday the day fireworks stands in Costa Mesa were officially open for business.
Newport Beach residents Colleen and Buck Johns were among a small group of customers who turned out for the 10 a.m. opening of a stand on 17th Street, operated by supporters of the Costa Mesa High School cheerleading teams, who will receive a portion of the proceeds for their labor.
“We have a grandson who lives in Costa Mesa, so I’m going to meet up with him today and give him some sparklers,” said Colleen Johns, whose birthday happens to fall on July 4. ....

You have to spend money to make money. That seems to be the case in Costa Mesa, where officials are considering increasing staffing to handle retail cannabis businesses coming online under Measure Q, passed by voters in November.
The addition of a new industry sector is anticipated to generate more than $3 million annually through a 7% gross tax on retail cannabis sales and delivery. On Monday, members of the City Council were asked to discuss increasing the city’s payroll, to the tune of $1.2 million, to accommodate the transition.
City Manager Lori Ann Farrell Harrison called the proposal a “first glance” at the kind of resources that will be needed to process permits, enforce regulations and punish bad actors. ....

To support local restaurants and personal care services, businesses hardest hit by the pandemic and stay-at-home orders, Costa Mesa is starting a small business bridge grant program that aims to help proprietors survive until new federal stimulus funds arrive.
