An illegal dispensary on Costa Mesa’s College Avenue was raided April 20. City officials on Tuesday certified a process for adding unpaid code and building violation fines, given to illegal cannabis dispensaries, to a landowner’s property tax.

After issuing code violation notices and citations to illegal cannabis dispensaries and property owners a practice that, in recent years, has racked up $122,475 in unpaid fines the city of Costa Mesa is upping its nuisance abatement game.
City Council members this week passed a resolution to place delinquent citations on the county’s property tax roll as a lien against offending properties, meaning owners would have unpaid fines added to their property tax bills as a special assessment. ....

A southern California city agreed to settle in a case against two citizen bloggers accused of publishing confidential city hall documents, including police misconduct records, obtained without permission. 
The city of Fullerton, located in Orange County, agreed to pay $350,000 and issue a public apology on its website to Joshua Ferguson and David Curlee, who ran the local blog Friends for Fullerton’s Future.  
The bloggers had taken documents off of a city file sharing account, publishing some of them that they viewed as newsworthy. Fullerton officials initially accused the bloggers of hacking into their system, obtaining the files illegally, but further investigation revealed the files were unintentionally left publicly accessible and that the file sharing account did not have the proper password protections.  ....

FULLERTON, Calif. (AP) The Southern California city of Fullerton has agreed to pay $350,000 and take back its accusations of criminal computer hacking to settle a lawsuit against two local bloggers, a newspaper reported.
The agreement was approved by the City Council last Wednesday, ending a contentious fight over censorship and freedom of speech, the Orange County Register said.
The lawsuit accused Joshua Ferguson and David Curlee from the website Friends for Fullerton’s Future of stealing digital personnel files from a shared drive to which the city had mistakenly given them access. Some of the files were later published online, including those of a rogue Fullerton police official who was allowed to resign in a way that would keep her records from being released to the public. ....

A lawsuit filed by the city of Costa Mesa claiming a $32-million theater planned for Estancia High School did not undergo proper environmental review will move forward, despite attempts by Newport-Mesa Unified officials to have the case thrown out.
In a Jan. 15 legal complaint, Costa Mesa City Atty. Kimberly Hall Barlow said school board members supported building a 46,000-square-foot performing arts complex with a 350-seat theater, black box theater and lobby at the Costa Mesa campus in October 2019.
More than one year later, with plans already submitted to the State Architect’s office, trustees determined in a Dec. 9, 2020 meeting the two-year construction project would be exempt from review under the California Environmental Quality Act a move the city has challenged. ....
