Monday, July 26, 2021 The Hays County Commissioners Court meets on Tuesday with a packed agenda. Upon its extensive list of topics, the court is scheduled to continue the discussion and take possible action regarding Hays County s multi-year Improvement Grant Program application to the Texas Indigent Defense Commission (TIDC) for public defender services. Previously, the commissioners court unanimously voted to pursue the grant in order to fund a three-pronged justice system reform including a Pretrial Services Department, Public Defender Office and a Managed Assigned Counsel program. In April, Hays County submitted the grant application to the TIDC. Since then, the county has not been awarded any funds at this time. ....
Tuesday, July 13, 2021 Hays County Commissioner Lon Shell provided an update regarding Hays County’s multi-year grant application submitted to the Texas Indigent Defense Commission to fund its public defender services effort. Shell said during Tuesday’s commissioners court meeting that TIDC is in the process of providing funding but Hays County has not yet been awarded funding. “We are still working to find the necessary support from our judiciary to be able to have a shot,” Shell said. “I can’t promise that the funds are going to be there this fiscal year. There are still funds that can be allocated. And as I think the court remembers, we did have a focus on mental health with our programs, which there was additional funding provided by the legislature to TIDC for use for those types of programs.” ....
Monday, July 12, 2021 Hays County will need to take further action on its multi-year improvement grant application it submitted to the Texas Indigent Defense Commission to fund its public defender services effort. The Hays County Commissioners Court will discuss taking action on the application submitted to TIDC during Tuesday’s meeting after funding was not awarded to the county. In April, the commissioners court unanimously voted in favor of pursuing funding for a three pronged criminal justice reform approach: a Pretrial Services Department, Public Defender Office and a Managed Assigned Counsel program. The pretrial services department should enhance current systems aimed at fairness and due process, cost effectiveness, while also providing opportunities for review of cases prior to initial appearance and early case resolution opportunities, if deemed appropriate. ....
Wednesday, May 5, 2021 The Hays County Commissioners voted to submit a grant application for a holistic public defense program after a year of deliberation, planning and many more years of campaigning by local advocates. The county will be submitting a grant for $1,085,325 by May 7 to the Texas Indigent Defense Commission (TIDC) for the Hays County Holistic Public Defense Office (PDO) and Managed Assigned Counsel (MAC) Program. “I’d like to thank the many people that have worked hard on this grant application and bringing us to the point we are at today,” said Debbie Ingalsbe, county commissioner and chair of the Criminal Justice Coordinating Committee. “This is important to so many people, and the compassion many people have regarding this. Thursday, April 29, 2021 A Pretrial Services Office and Public Defender is close to becoming a reality in Hays County with a recent recommendation that the commissioners apply for funding. The Hays County Criminal Justice Coordinating Commission voted in its meeting Wednesday to recommend that the commissioners court submit an application for grant funding from the Texas Indigent Defense Commission for the proposed department and programs. The proposal comes from Neighborhood Defender Services (NDS), a pioneer in holistic defense in the United States, and outlines a plan for a holistic Public Defense Office and Managed Assigned Counsel Program in Hays County. “I think this is a really good time for us to begin this process,” Commissioner Debbie Ingalsbe said. “I think this is a wonderful opportunity for us to work with NDS. I think they have shown us and proven that they have a really great program and I think it will work well with Hays County.” ....
