This photo taken from Providence Police body camera shows officers responding to a call Friday, May 7, 2021 of a man who was screaming outside in Providence, R.I. State authorities are investigating the case of the man who died after being handcuffed by police. Body camera video shows they spent more than ten minutes trying to calm him down before holding him down on his stomach for about 90 seconds while cuffing him behind his back. Get him off his stomach, man! Investigation is launched into arrest obeing held down and handcuffed
Joseph Ventre, 34, was found groaning unintelligibly by police in a field in Providence, Rhode Island, in the early hours of Friday morning
Responding officer spent 10 minutes trying to calm him down, but he did not follow their commands
After what officers described as a minor struggle , body cam shows them holding Ventre down on his stomach for 90 seconds to handcuff him
Ventre stopped moving soon after, and an officer is heard on the bodycam footage shouting get him off his stomach, man
He was later pronounced dead at Rhode Island Hospital, and three separate law enforcement agencies are investigating  ....

EXETER The first bell tolled Saturday for Joshua Weaver, a volunteer with the Providence Fire Department who died responding to a March 20, 1828, call on South Main Street, leaving a wife and five children behind.
One hundred and forty-four bell tolls followed, each marking a Rhode Island firefighter who died in the line of duty from 1828 through 2018. Fire officials took turns reading each name aloud.
Hundreds of firefighters and their families joined state and federal leaders in the bright sunshine at the Rhode Island Firefighters Memorial in Exeter on Saturday for the first-ever celebration of firefighters’ service in Rhode Island. ....

Report recommends new department to shift responsibilities from Providence police
A NEW REPORT recommends ways to cut costs and improve efficiencies in the Providence Police Department, including creating a new Office of Neighborhood Services to coordinate and handle more community and social service-related needs.
PROVIDENCE – The city could cut costs, improve services and make its police and fire departments more efficient by creating a new department to coordinate and respond to social service-related needs. 
This was the primary conclusion of a nearly 200-page report published on Tuesday analyzing the city’s Department of Public Safety budget and operations. Mayor Jorge O. Elorza in September announced plans to hire a consultant, the Public Financial Management’s Center for Justice and Safety Finance, to review and recommend ways to improve city public safety in response to a growing movement calling for municipalities to defund their police departments. ....

Warwick firefighter budget soars as overtime climbs


WARWICK  A year after the city’s former mayor sold a new firefighters contract in part on the promise it would save $600,000 the first year, the department has run more than $1 million in the red, largely because of a steep overtime tab that saw the top earner make $316,000 last year.
That’s more than four times his base pay, and $219,000 of it was overtime. That translates to his averaging 78 hours of overtime on top of his 42-hour average work week.
“The optics of that stink to the public,” said Fire Chief Peter K. McMichael, adding that the department is down 20 firefighters from where he would like to be. “We see people having to fill in, often in a mandatory manner, not having the choice. We’re doing a lot of ordering [overtime] right now.” ....
