Rezoning for Fiesta Farms moving ahead

The Nyssa City Council took another step toward rezoning some property, now residential, to commercial for further expansion of an onion shipping business. The council voted 4-to-3 for the zone change for Fiesta Farms during its regular month meeting Tuesday, with a third vote set to happen in May.
Owners Marc and Tamara Bybee are seeking zone changes on lots adjoining those already zoned for commercial and light industrial to the same so they can expand their storage and packing facilities for onions.
There was no discussion on the issue before the vote, but during previous meetings local residents had expressed concern about possible noise and other impacts on residents living in the same area. ....

Rainsville council amends budget


The Rainsville City Council on Monday approved to amend the 2020-21 budget following the approval of various changes and upgrades.
At the council’s budget workshop last week, they heard an update from City Accountant Betty Holcombe, who informed the council the city had more revenues than what they had budgeted due majorly in part to the increase in gross receipts.
“We held a budget workshop last Thursday night and we were able to increase our budget by about $45,000 because of some revenues and different things coming in,” said Councilman Arlan “Monk” Blevins.
Blevins briefed the council on a few changes, including pay scale adjustments, revenue adjustment, increased budgeted costs and capital outlay related expenditures. ....

Rainsville Council holds budget workshop


The Rainsville City Council held a budget workshop Thursday night to discuss possible changes to the 2020-21 budget.
City Accountant Betty Holcomb briefed the council on the calculations she made for the budget adjustments while asking for the councils input and recommendations.
Holcomb said by the end of the 2020 budget, the city came out about what they budgeted for the year.
“We actually had more revenues than what we had budgeted,” she said. “The majority of that would be in our gross receipts tax.”
Councilman Arlan Monk” Blevins and Mayor Rodger Lingerfelt brought up the upgrading of the Supervisory Control and Data Acquisition (SCADA) system for the Rainsville Wastewater Treatment Plant. ....

Cold case reopened by West Virginia authorities

West Virginia State Police are investigating a new but undisclosed lead in the 1986 disappearance and death of an Oak Hill girl, State Police Cpl. J. Kincaid said last week.
Theresa Ann Woods was 14 and a new student at Collins Middle School when she disappeared Feb. 20, 1986, reportedly from a gas station beside the now-closed school.
Later that year in June, two men were looking for fishing bait when they found her remains at the bottom of a cliff near Laurel Creek in Fayette County.
Over the years, the State Police, Oak Hill Police Department and Fayette County Sheriff’s Department have searched for the girl’s killer. Her father, Donald “Hank” Woods, of Kimberly, died in August 2014 without knowing what had happened to Theresa. ....
