ROCKFORD Investigations into two recent shootings by Winnebago County Sheriff s Department deputies and a Rockford Police Department officer could take another four to six months to conclude, officials said Thursday. Detectives from area departments assigned to the Winnebago-Boone County Integrity Task Force are investigating the fatal April 10 shooting of Faustin Guetigo, 27, and the non-fatal April 11 shooting of Jose Gonzalez, 19. Their findings will help Winnebago County State s Attorney J. Hanley determine if the shootings were lawful. Hanley stressed that information he has released, and videos released by the respective law enforcement agencies, was part of an effort to be as transparent as possible. He said authorities understanding of what occurred could change as more information is revealed. ....
ROCKFORD Fox News host Sean Hannity on Wednesday seized on the Winnebago County Sheriff s Department s fatal shooting of Faustin Guetigo to mount a defense of police following the murder conviction of former Minneapolis officer Derek Chauvin. Hannity played part of a video released by Sheriff Gary Caruana that included body worn camera footage of the fatal April 10 police shooting. The video appears toward the end of a longer segment. The portion about Winnebago County starts at 14:25 in the video above. Hannity told his viewers that for police behind every door, danger is lurking before arguing that Democrats paint police as all evil. ....

Carauna said the deputy determined that aggravated battery had occurred and that the deputy is mandated by state law to arrest the offender. About 5:30 p.m., Ndoroum called authorities again, this time from a nearby residence to say that her husband had returned and broke her phone and took her car keys. A deputy arrived at the residence and confronted Guetigo outside of the home. Guetigo is seen repeatedly pulling away from the deputy to avoid being arrested. Ndoroum also is seen walking from the residence across the street to her home and trying to intervene between her husband and the deputy. ....
ROCKFORD About 50 people gathered outside of City Hall Saturday afternoon to protest the most recent police-involved shootings in the area. May 30th Alliance spokesman Leslie Rolfe distributed booklets documenting the history of the Winnebago-Boone County Integrity Task Force. The assembled crowd then took to the streets, marching west along East State Street. Some carried signs while others chanted “No justice, no peace” and “Black lives matter.” The demonstrators crossed the Rock River and marched to the Winnebago County Administration Building on Elm Street, where they scrawled messages of protest on the sidewalk including “They can’t kill us all” and “We want justice.” ....
ROCKFORD An investigation into the fatal shooting of 27-year-old Faustin Guetigo by a Winnebago County Sheriff s Department deputy will help State s Attorney J. Hanley determine if the shooting was legal. But it will not delve into questions about whether the actions deputies took April 10 as they confronted Guetigo at his Bellwort Drive residence were right or wrong, in accordance with policy or best practices, or if those policies are appropriate or should be changed. Those questions could be part of an internal review that will commence only after the Winnebago-Boone County Integrity Task Force completes its investigation into the shooting, County Board Chairman Joe Chiarelli said. ....
