An Altoona man with a criminal history of using GPS technology to stalk people was arraigned Wednesday in a separate stalking case, court documents stated.
Altoona police charged Matthew J. McDonald, 46, on Wednesday with several crimes, including forgery, stalking and theft, after his ex-girlfriend reported she discovered a tracking device magnetically attached to the underside of her vehicle, according to court documents.
The victim told police she briefly dated McDonald in December and January, but after they broke up, McDonald allegedly continued to text her, saying he knew her exact location, police reported.
After reading an article about McDonald’s prior convictions, in which he used a Spytec tracking device to harass another woman in 2019, the victim looked under her car and discovered a Spytec tracking device, a criminal complaint stated. ....

A man in Altoona, Pennsylvania was arrested for allegedly stalking his ex-girlfriend after he bugged her vehicle with a tracking device paid for using her debit card, according to local news reports.
After they briefly dated between December 2020 and January 2021, Matthew McDonald, 46, allegedly continued contacting the victim repeatedly, according to Fox8. He would apparently text her from various phone numbers stating he was aware of her location and would drive around her workplace, she told police.
The woman eventually discovered a small GPS device in her car, Fox8 reported. She also found out her debit and unemployment cards were being used to make a recurring payment of $40 on Amazon without her permission. The amount charged to the victim was estimated at $600. ....

An Altoona man accused of stealing a vehicle Saturday told Altoona police that Pennsylvania State Police gave him permission to use the vehicle, court documents stated.
John Snarski III, 48, was arraigned Saturday by Magisterial District Judge Paula Aigner on vehicle theft-related felony charges and imprisoned at Blair County Prison in lieu of $50,000 cash bail, according to court documents.
Altoona police responded to the 3200 block of Fairway Drive on Saturday morning for a report of a stolen vehicle, a criminal complaint stated.
The victim told police he left his keys in the console of his Chevy Trailblazer, which was stolen from the parking lot minutes after he and a friend arrived at a local business, police ....

HOLLIDAYSBURG A Tyrone man who broke into his girlfriend’s Altoona apartment in November has been convicted of criminal trespassing, witness intimidation, harassment and disorderly conduct.
The Blair County Court jury that heard the domestic violence case against Devin M. Miller, 30, handed down those verdicts Tuesday, along with additional verdicts acquitting Miller of burglary and obstructing justice.
Sentencing is scheduled for June 21 by Judge Daniel J. Milliron.
Prosecutors said they were pleased with the jury’s verdicts and credited Altoona police for their use of body cameras providing video, with sound, shown during trial.
“This is a case where police body cameras allowed jurors to see how the victim reacted on the day of the incident, an essential element in this prosecution,” First Assistant District Attorney Nichole Smith said. ....

Programs to help inmates at the Blair County Prison prepare for release have been nonexistent for the past year because of the COVID-19 pandemic, but that is beginning to change, according to a deputy warden who addressed the Prison Board on Thursday.
Jay B. Whitsel said several programs that ceased when the county commissioners implemented COVID-19 restrictions February and March 2020 are once again starting up.
The effort began in late February when Intermediate Unit 8 initiated GED classes.
Four inmates have been enrolled in the men’s in-prison drug and alcohol program, which resumed Feb. 22, Whitsel stated.
On March 11, the Prison’s KidsFirst program began anew. ....
