The crime was as gruesome as any committed by an adult.
Firefighters discovered the bodies of 16-year-old Sierra Brown and her older sister, Uniek Atkins, in a burned out Westchester apartment. Brown had been beaten and shot once at close range, while Atkins died from multiple gunshots, according to court filings. Police arrested Brown’s 17-year-old boyfriend, alleging he had doused the apartment in bleach and torched it to cover his tracks.
George Gascón inherited the 2018 killings when he took over as Los Angeles County’s district attorney in December. Before his election, prosecutors planned to try the teen as an adult and, if he was convicted, have him sent to prison for decades. It was a punishment the victims’ relatives supported. ....

The George Floyd Act addresses qualified immunity by creating a cause of action for deprivation of rights; requires corroboration for the testimony of undercover police officers; adds a duty to intervene and to render aid; prohibits chokeholds and limits lethal force to imminent threat of serious bodily injury or death. It also ends arrests for many non-jailable fine-only violations and mandates creation of a progressive disciplinary matrix establishing different disciplinary actions for policy violations and violations of law by police. The law would call for these actions to be developed through a statewide process with stakeholders using evidence-based practices. ....

Los Angeles County District Attorney George Gascón has asked the Board of Supervisors to allow him to appoint a special prosecutor to supervise investigations into allegations of police misconduct and misuse of force.
Gascón sent a letter to the Supervisors earlier this week requesting the appointment of attorney Lawrence S. Middleton, a former federal prosecutor perhaps best known for his role in convicting two LAPD officers of violating the civil rights of Rodney King, a year after a local jury acquitted the officers of using excessive force. ....
