Escobar introduces bill to designate Castner Range a national monument


U.S. Rep. Veronica Escobar introduced legislation Thursday to make Castner Range a national monument.
The El Paso Democrat said the Castner Range National Monument Act would make the 7,081-acre area in Northeast El Paso, which formerly was used by Fort Bliss, a national monument “to conserve and protect the ecological cultural, historical, natural integrity of the land.” 
“Castner Range is the crown jewel of West Texas and a source of great pride for El Pasoans,” Escobar said in a news release. “As our nation takes unprecedented action to conserve public lands and water and address climate change, I am proud to re-introduce the Castner Range National Monument Act and very grateful for the grassroots community leadership that has been working tirelessly on this issue.” ....

Escobar wants ‘crown jewel’ Castner Range named national monument
EL PASO, Texas Former El Paso Congressman Beto O Rourke called the the Castner Range of the Franklin Mountains 7,000 acres of rugged wilderness in an urban setting.
Now current Congresswoman Veronica Escobar is following in her predecessor s footsteps with a legislative effort announced at a news conference on Friday to get the Castner Range named a national monument and protect it from development.
It s a designation O Rourke lobbied for under the Obama administration which didn t end up coming to fruition.
“Castner Range is the crown jewel of West Texas and a source of great pride for El Pasoans,” said Escobar. This legislation will designate Castner Range as a National Monument to conserve and protect the ecological cultural, historical, natural integrity of the land for present and future generations of El Pasoans and Americans to enjoy. ....

Governor Lujan Grisham Signs Legislation to End Proposed Gila Diversion

Commentary: Community leaders and nonprofit organizations are applauding New Mexico Governor Michelle Lujan Grisham for signing House Bill 200 into law today. The legislation,which was co-sponsored by Reps. Matthew McQueen and Nathan Small and Senate President Pro Tempore Mimi Stewart and Sen. Siah Correa Hemphill, ends the proposed Gila diversion project and fast-tracks the spending of the remaining approximately $80 million in the NM Unit Fund for priority water projects, creating long-term water security and jobs in southwest New Mexico (Catron, Grant, Hidalgo and Luna Counties).
“House Bill 200 is a fiscal responsibility bill. It will create jobs, stimulate the economy, and improve lives,”  ....

New Mexico Wildlife Heritage Act Modernizes State Wildlife Management


The New Mexico Wildlife Heritage Act,
SB312, introduced by Sen. Jeff Steinborn and Rep. Nathan Small, both Las Cruces Democrats, would change the name of the New Mexico Department of Game and Fish to the Department of Wildlife Conservation.
The bill would expand the wildlife department’s mission to do more to address the needs of non-game species and update several provisions implementing better wildlife management practices. While a majority of states have structured their wildlife management under ‘wildlife departments’, New Mexico is one of only 11 states that still manages wildlife within a ‘game and fish’ structure.
“It’s been a century since the New Mexico Legislature created the first game commission in 1921,” Sen. Steinborn said. “Our state has grown significantly since then, and with the fourth highest biodiversity of any state in the country, New Mexico needs a more comprehensive approach to wildlife management.
