Commission discusses HDHO, noise pollution The March 2 Grand County Commission meeting included deep discussions of two issues paramount to many residents: the high density housing overlay and excessive vehicle noise in residential areas. The commission also discussed new bylaws for the planning commission. At their last meeting, the commission tabled a vote on a set of ârules and regulationsâ meant to clarify certain aspects of the countyâs high density housing overlay policy. The HDHO, passed in 2019, was crafted over many months of discussion and intended to create an incentive for attainable workforce housing by allowing developers to build at higher density than zoning would otherwise allow in exchange for 80% of the housing units being deed restricted for Grand County residents and workers. ....
The Utah State Legislature is two weeks into their 2021 General Session, and local elected officials are making an effort to keep track of the bills likely to affect Grand County and to make local concerns heard at the state capitol. At the regular Feb. 2 meeting of the Grand County Commission, County Attorney Christina Sloan spoke about six state bills, with recommendations that the commission take a formal stance in support or opposition for each. While Grand County contracts with the lobbying firm Red Hill Strategic to help advance Grand Countyâs interests with legislators, commissioners agreed that active involvement from elected officials will help ensure state legislators are familiar with Grand Countyâs needs and willing to listen to its representatives. County staff assured commissioners that the intent of the ordinance is to give code enforcement the teeth it needs to be able to address nuisances and people illegally renting out their property as overnight accommodations to tourists, not to pursue residents struggling with housing insecurity. ....
