Pro Bono Programs Stephen Rispoli’s Statement on Proposed Rule 6.05 I write to encourage you to vote to adopt Proposed Rule 6.05 of the Texas Disciplinary Rules of Professional Conduct. As you know, our current Texas conflicts rule requires that each lawyer ensure that there is not a conflict with a potential client before meeting with the potential client to learn about the situation and give advice and counsel. However, this sound rule does have an unintended consequence. The rule poses a particular hardship for law school clinics and pro bono providers across the state who have walk-in clients. . . Anchondo is a graduate of Thomas Jefferson High School and a graduate of the University of Texas at El Paso, and a graduate of Thurgood Marshall School of Law in Houston. Judge Anchondo received his law license in November of 1982 and began his law practice in El Paso, Texas. In 1992, Judge Anchondo was appointed as Municipal Court Judge and served in that capacity as appointed and elected judge until September 2001, and is currently the presiding judge over County Criminal Court at Law Number Two. February 3, 2021 Montclair is about to take the next step in its long-conflicted relationship with leaf blowers. Montclair’s Town Council voted 5-2 to approve the first reading of an ordinance that would put greater restrictions on leaf blower usage. The next step is a public hearing and a final vote on the ordinance at the next council meeting on Tuesday, February 16. During the discussion at Tuesday’s council meeting, concerns were raised about the ordinance. Montclair has had a leaf blower ordinance on the books for years, as Councilor at Large Bob Russo pointed out, but this new version would restrict gas leaf blower usage to two months in the spring and two months in the fall, and also limit hours of use. ....
