Staff Writer SALEM A man who has been challenging the Church at the Center on South Lincoln Avenue over a noise issue was cited for a minor misdemeanor charge after an incident reported Monday. Brian Bell, 61, of South Lincoln Avenue, paid $245 for the persistent disorderly conduct citation in county Municipal Court on Tuesday, with $150 for the fine and $95 for court costs. Police had been called to the Church at the Center at 10:37 a.m. Monday for a report of an unruly resident. Police spoke with a man who advised officers the neighbor, later identified as Bell, was “yelling unwarranted and grossly abusive language, insulting, taunting or challenging another under circumstances in which that conduct is likely to provoke a violent response.” ....
