Worcester proposes extending parking meter hours, increasing rates and fines while offering mobile payment as city unveils parking management plan Updated Apr 23, 2021; Worcester officials have released a citywide parking management plan that also includes changes to the parking rules in the Canal District in preparation for the opening of Polar Park. “The proposal is the result of interdepartmental city staff working in conjunction with a parking consultant and input from Canal District businesses and residents on issues specific to that area,” Worcester City Manager Edward Augustus Jr. said in a letter to the City Council detailing the proposed changes. The citywide recommendations include, among other things, moving from single to multi-space pay-by-plate parking meters; increasing the meter rate from $1 to $1.50 an hour; and increasing meter overtime fines from $15 to $30. ....
