Subcommittee holds off on recommending new parking plan to C

WORCESTER — After spending more than an hour Wednesday trying to navigate the city's new citywide parking plan, members of the City Council's Traffic and Parking Committee ultimately held off on offering a recommendation to the full council. 
Instead, the committee only agreed to send a chairman's order to the full council that will ask the city administration to extend a grace period for meter overtime fines given to motorists in the Canal District, which is a major focus of the new plan. 
• An increase in the parking meter overtime fine from $15 to $30. 
• Creating specific zones for different types of parking.
