Will the return of in-person meetings in Billerica change participation?

As the number of COVID-19 cases continues to drop in Billerica and around the state, local officials begin to move town boards and committees back to in-person meetings, but for some board members, the concern is the possible rollback of accountability.
In March 2020, Gov. Charlie Baker enacted emergency orders allowing municipal bodies to conduct public meetings remotely amid the COVID-19 pandemic. With continuing progress on vaccine distribution in the state, Baker announced Monday those orders would be lifted on Tuesday, June 15.
This move by the Baker Administration threw a small wrench into municipal meetings like the Billerica Memorial High School Building Committee, which had to reschedule their Tuesday meeting due to the lift. The virtual nature of the meeting technically would have violated Open Meetings laws.  ....

The Massachusetts Board of Elementary and Secondary Education voted Friday to approve emergency regulations granting the state education commissioner authority to determine when hybrid and remote models may no longer count towards required student learning time hours.
The move effectively allows Elementary and Secondary Education Commissioner Jeffrey Riley to require in-person learning. The vote was 8-3 in favor of the motion after a more-than-two-hour meeting.

State Orders Elementary Schools To Fully Re-Open Classrooms By April 5

Public schools in Massachusetts will have to begin offering in-person learning to elementary school students five days a week next month.
It s the first decision education Commissioner Jeff Riley made under new authority approved by the Board of Elementary and Secondary Education Friday afternoon, by a vote of 9-3. Under the regulation change, Riley can determine when remote-only education will no longer be an option for districts.
The time is now to bring our kids back to school, said Riley during Friday s meeting.
State officials said the plan to open classrooms for elementary students would allow districts who have been remote-only for most of the school year to take a more graduated approach to fully reopening their buildings. Parents would still have the option to choose remote learning for their children through at least the end of this school year. ....
