L.A. supervisors want sheriff to immediately name deputies in shootings

The Los Angeles County Board of Supervisors on Tuesday directed its attorneys to draft an ordinance that would require the Sheriff’s Department to publish the names of deputies who open fire while on duty within 48 hours of a shooting.
The move comes after a push by relatives of people shot by deputies and by the American Civil Liberties Union of Southern California
along with reporting by The Times that revealed that the Sheriff’s Department’s practice of withholding the names is at odds with a 2014 California Supreme Court ruling that generally requires such disclosures be made.
The Times found the Sheriff’s Department is an outlier among some of California’s largest law enforcement agencies, which readily make the names of officers and deputies public following shootings. ....

After his son was shot and killed in October, Fred Williams Jr. asked the Los Angeles County Sheriff’s Department for the name of the deputy who pulled the trigger.
But sheriff’s officials refused to identify the deputy, making it nearly impossible for Williams to learn anything about him. Had he been in prior shootings? Was there a history of abuse?
“That’s exactly why me and my attorneys are pressing for the officer’s name: So we can dig into his background,” Williams said.
The secrecy Williams encountered is standard within the Sheriff’s Department, which routinely rejects requests from relatives of people who are shot, journalists and other members of the public to learn the names of deputies who open fire while on duty. ....

LA County Coroner Inquest Finds Police Shooting of Teen Was Homicide

(CN) A retired judge on Friday found that the fatal shooting of an 18-year-old last June by a Los Angeles County Sheriff’s deputy was a homicide.
The death of Andres Guardado, which occurred less than a month after the killing of George Floyd, sparked protests across the county. 
Retired Court of Appeals Justice Candace Cooper, through the county coroner’s office, published findings of the inquest into Guardado’s death on Friday, stating that the “manner of death was by the hands of another person other than by accident.”
An independent autopsy found that Guardado was shot in the back five times. Guardado was working as a security guard at an auto body shop in Gardena, California when he was approached by two officers on patrol. ....

Skateboarder alleges abuse by LA deputies involved in Guardado shooting

Jesus Alegria was skateboarding with some friends at a Compton park on an afternoon in April when Deputy Miguel Vega and his partner, Chris Hernandez, pulled up.
Hands on their holsters, the deputies approached a group of teens. Alegria, 24, and his friends shouted at them to stop harassing the kids. The deputies, he said, rounded on them and words were exchanged. Vega suddenly grabbed Alegria’s wrists and shoved him into the back of the patrol car. The deputy didn’t handcuff him and didn’t ask Alegria’s name.
The wild minutes that followed ended with Alegria bleeding from the head and eventually triggered a criminal investigation into the deputies, who also face a civil lawsuit filed by Alegria that alleges they kidnapped him and then lied to cover up their actions. ....
