Colorado Starts Setting Up Behavioral Health Administration


Colorado spends more than a billion dollars a year on mental health and substance use care, but many of those who need help have a hard time navigating the system.
A bipartisan bill that Governor Jared Polis signed into law on April 22 lays the groundwork for a new government entity to manage the state’s myriad programs in one central place and streamline care. In September, Colorado’s Behavioral Health Task Force unanimously recommended the state establish such an agency as one of several strategies for reforming the state’s behavioral health-care system.
This new entity, the Behavioral Health Administration, won’t appear right away. But House Bill 21-1097 sponsored by Representatives Mary Young (a Democrat from Greeley) and Rod Pelton (a Republican from Cheyenne Wells), along with Senators Rhonda Fields (a Democrat from Aurora) and Bob Gardner (a Republican from Colorado Springs) directs the Colorado Department of Human Services to establish the BHA by July 202 ....

Legislature advances animal, agriculture bills


Animal acts and drought mitigation are only some of the ideas that saw some advancement in the Colorado Legislature on Wednesday.
One of those measures, House Bill 1242, would create a new Office of Agricultural Drought and Climate Resilience within the Colorado Department of Agriculture.
Without adding to that department s budget, the new office would provide technical assistance, non-regulated programs and incentives to farmers and ranchers to help them respond to threats related to droughts or climate change, such as wildfires and floods.
The bill passed the Colorado House on a party-line 40-23, with only Republicans voting against it, including Reps. Marc Catlin of Montrose, Perry Will of New Castle, Janice Rich of Grand Junction and Matt Soper of Delta. ....

Governor signs sweeping mental health bills to advance help for Coloradans after pandemic


Gov. Jared Polis signed two bipartisan mental health bills Thursday aimed at advancing help for Coloradans who are struggling to cope, especially under the threat the pandemic has on their jobs and lives.
One bill creates a new state agency and the other seeks to step in before suicides and deliver meaningful help for individuals and families to make sure there s not another attempt.
You delivered, Polis said to those assembled online for the bill signing. Working together, our state is making enormous progress to put patients first, ahead of the bureaucracy.
He thanked the hundreds of people who spent thousands of hours working on the issue the past two years, which lead to Thursday s bill signing. ....

Colorado House sends inmate firefighter bill to Polis' desk


The House on Thursday approved a bill seeking to bolster the pipeline of inmates who participated in the state Department of Corrections’ wildland fire management program to jobs fighting fires after they are released, sending the proposal to Gov. Jared Polis’ desk. 
Senate Bill 21-012 from Sen. Kerry Donovan, D-Vail, and Rep. Dylan Roberts, D-Avon, would require the state Division of Fire Prevention and Control to develop materials to inform participants of DOC’s State Wildland Inmate Fire Team of post-incarceration job opportunities. The bill would also develop a peer mentor program and ask DFPC to not disqualify an applicant solely on their incarceration history, which Donovan said the division hasn’t previously done. ....
