The Maryland General Assembly operated like never before in 2021 but still passed significant measures that included a multi-billion dollar COVID-19 relief plan, historic police reform, legalized sports wagering, and a wave of overrides of the governor’s vetoes.
Only elected officials, portions of their staff, and a limited number of media could be present at the State House this session to help minimize any potential spread of COVID-19.
With none of the general public or usual lobbyists present, lawmakers worked to make up for time lost in the 2020 session, which ended early during the start of the pandemic.
“We’re sending a strong and clear message: While we may have disagreements on certain issues, we can work together in a bipartisan way for the people of Maryland,” Gov. Larry Hogan, R, said during a bill signing Tuesday with House Speaker Adrienne Jones, D-Baltimore County, and Senate President Bill Ferguson, D-Baltimore. ....

Maryland enacted historic police accountability measures Saturday, becoming the first state to repeal its powerful Law Enforcement Officers’ Bill of Rights and setting new rules for when police may use force and how they are investigated and disciplined.
The Democratic-majority legislature dealt Republican Gov. Larry Hogan a sharp rebuke, overriding his vetoes of measures that raise the bar for officers to use force; give civilians a role in police discipline for the first time; restrict no-knock warrants; mandate body cameras; and open some allegations of police wrongdoing for public review. ....

Maryland Becomes First State To Repeal Police Bill Of Rights

Maryland enacted historic police accountability measures Saturday becoming the first state to repeal its law enforcement bill of rights.
Maryland Gov. Larry Hogan vetoed the measures, but the state Senate and House, which are under Democratic control, overrode Hogan’s veto.
The measures raise the bar for officers to use force, restrict no-knock warrants, mandates body cameras for all officers, give residents a voice in the discipline of officers, and opens allegations of police wrongdoing to the public.
