School Districts Point Out Importance of Education to Wyoming's Economy


SWEETWATER COUNTY  Sweetwater County School District (SCSD) No. 1 was joined by SCSD No. 2 and a few local legislators Wednesday night for an informational virtual meeting regarding upcoming legislation targeted at K-12 education funding.
There are several bills in the upcoming legislative session that have been drafted to cut K-12 funding. One of these bills is House Bill 61, which aims to cut the School Foundation Program Account by $100 million starting Fiscal Year 2022, and each year thereafter. That equates about a 7 percent decrease in funding, or $1,000 per student in Wyoming, according to Chris Dean, SCSD No. 2 Business Manager.
The two school boards expressed their concerns during the meeting, in which Wyoming House of Representative members Chad Banks, Clark Stith, and Scott Heiner were in attendance. ....

Proposed Bill Would Require Majority Vote to Add New Wyoming Taxes


CHEYENNE  A bill being brought forth to the Wyoming Legislature would amend the Wyoming Constitution, requiring electors’ consent prior to imposing taxes.
The bill, which is sponsored by District 13 Senator Tom James, (R-Rock Springs), is seeking a Wyoming Constitutional amendment to Senate Joint Resolution SJ0001. Those co-sponsoring the bill are Senators Bo Biteman, Anthony Bouchard, Tim French and Troy McKeown, and Representatives Bill Fortner, Chuck Gray, Dan Laursen, Rachel Rodriguez-Williams, and Robert Wharff.
“I am sponsoring this bill in order to give a voice to the people that they currently do not have because when these important issues come up for discussion, it is Monday through Friday during work hours and people just do not have the time to make it to have their voice heard,” James said. ....

RS Councilors, Elected Legislators Discuss Budget Shortfalls and More


ROCK SPRINGS During an informal meeting today between some Rock Springs City Councilors and Senator Tom James, R-Rock Springs; Senator-Elect John Kolb, R-Rock Springs; and Representative-Elect Chad Banks, D-Rock Springs; the group discussed the state’s budget shortfall and many other topics.
The discussion ranged from ideas around implementing a special purpose tax and solar and wind farm taxes, to looking at cuts to K-12 funding and consolidating school districts. Various other topics were discussed in an effort to gather ideas on how to prepare for the upcoming budget shortfalls.
Special Purpose Tax
Rock Springs Councilor Rob Zotti asked what the special purpose tax could be used for and if the city could use it to pay for ongoing expenditures and payroll expenses. After taking some time to research the statute, Matt McBurnett, Rock Springs Director of Administrative Services, said from what he found, it could be used for general or specific purposes. ....

In Sweetwater County, the November election capped at least for now a decades-long shift of one of the state’s few Democratic strongholds from blue to red.
The transition marks a milestone for the state’s southwest region, as well as its statehouse, which is ever-more dominated by the Republican Party. The Rock Springs and Green River election results also represent gaps the state’s struggling minority party must overcome if it hopes to achieve relevance anytime soon, Democratic politicos say.
