Administration Grants Temporary Waiver of Jones Act - The Waterways Journal

Washington, D.C. The Biden administration announced a “temporary and targeted” waiver of the Jones Act in response to eastern seaboard oil supply constraints.
That announcement came as part of a week-long governmentwide response to a ransomware attack on a major fuel pipeline.
“In the interest of national defense, I have approved a temporary and targeted waiver request to an individual company,” Homeland Security Secretary Alejandro Mayorkas said.
“This waiver will help provide for the transport of oil products between the Gulf Coast and East Coast ports to ease oil supply constraints as a result of the interruptions in the operations of the Colonial Pipeline.” ....

The US Department of Homeland Security stands ready to review shippers waiver requests to move fuel from the Gulf Coast refining hub to the East Coast if they can demonstrate insufficient capacity on Jones Act-qualified tankers, the White House said May 12.
The US Department of Transportation s Maritime Administration concluded an assessment May 11 of Jones Act fleet availability, the White House said, without detailing its findings.
A ransomware attack forced Colonial Pipeline to halt all operations May 7. The 5,500-mile system connects the Houston refining hub to New York Harbor, supplying about 45% of all the gasoline and diesel fuel consumed on the East Coast. ....

Feds consider shipping waiver for fuel after Colonial Pipeline cyberattack

The Department of Transportation (DOT) said Tuesday it is considering issuing a temporary waiver to allow fuel to be delivered to U.S. ports as parts of the East Coast face a gas crunch following the hack of Colonial Pipeline.
The DOT said in a statement it is mulling “a temporary and targeted waiver” of the Jones Act, which prohibits foreign-owned, operated or built ships from transporting goods in between ports in the U.S.
The DOT said that its Maritime Administration “initiated a survey of Jones Act-qualified vessels to begin the process of evaluating what assets are available in the Jones Act fleet to carry petroleum products within the Gulf, and from the Gulf up the Eastern Seaboard.” ....
