DEVELOPERS who build without planning permission came under fire from city councillors over a scheme in a village near Winchester. Mr A Bennett put in retrospective application after not abiding by planning permission that had been given for three houses, a committee heard. The three two-storey houses, which replaced a 1960s bungalow, were higher than the permission at The Pines, Downs Road, South Wonston. The scheme attracted nine objections from neighbours including Grant Johnston who said the houses were now overbearing and invaded neighbours privacy. Bem Kelly, agent for the developer, told the committee he disagreed they were overbearing and said there was several other two-storey buildings in the area. ....

A bungalow on Springvale Road will be knocked down to make space, a committee heard. Local city councillor Jane Rutter said the bungalow was lived in by Alex Fry, who was a great gardener and wrote for 50 years in the parish magazine how to garden through the seasons. His garden was a wonderful example of a cottage harden. So it s a sadness we are going to see it built over but that is the way of the world these days. She added: It s a shame this perfectly good bungalow is going to be demolished. It should be retained and repurposed but that is not in our policy at the moment but I hope we will seriously consider putting it in the new local plan. ....
THE back garden of another Winchester Edwardian home is set to be developed. Rutland House on Park Road is one of the last on the road to see a back-land development. Alfred Homes has proposed three detached houses on the back garden next to the Kings Barton development. Originally four houses were approved but Alfred Homes have altered the scheme which attracted opposition from the City of Winchester Trust and 13 households, citing overdevelopment, lack of open space and dangerous access. The trust objected because of a lack of information. Objector Mrs Hayley Burnley said the proposed homes were taller than previously, adding: to say the neighbours were consulted about this is untrue and disingenuous of Chris Rees to say otherwise.” ....
