Racine Police get green light to seek grant to cite rule-breaking cyclists, pedestrians

The Racine Police Department has the go-ahead from the City Council to apply for a grant that will have a pedestrian and bicycle component in addition to traffic stops of vehicles, even if some local leaders are worried about the side effects.
The grant from the Wisconsin Department of Transportation/Bureau of Transportation would be for $13,000. It will pay for overtime of the officers working traffic enforcement.
While a leader of the police department said that officers retain discretion in when to cite someone who commits a traffic violation vs. when to issue a warning, documents show the state will be expecting local officers working in traffic enforcement to issue citations in 75% of stops under this initiative. ....

City Council almost unanimously votes to tweak Safer Racine ordinance, but little change results

The small changes to the ordinance that Public Health Administrator Dottie-Kay Bowersox was requesting had been announced Friday night and included the removal of bandanas, scarves and gaiters from the definition of “face covering.”
The changes recommended by the health department passed 12-1. Alderman Henry Perez voted against the changes. Aldermen Jason Meekma and Marcus West were absent.
Bowersox explained the bandanas, scarves, and gaiters were not being banned. Rather, the health department did not recommend them because they do not as closely cover the nose and face, nor do they offer as much protection as medical and cloth masks. ....

Racine may set up teen court for minor offenses


RACINE — There may be changes coming to the way the City of Racine handles juvenile justice.
Someday in the future, youths could go to teen court for minor infractions and have cheaper fines more appropriate for juvenile offenders than their adult counterparts, although it wouldn t have any effect for teens charged with severe offenses.
Through this proposed change and others being considered, the city is aiming to build a system that promotes accountability while dismantling the school-to-prison pipeline.
According to the University of Wisconsin-Madison Extension, Teen Court works to create a change in youth behavior, provides an opportunity for youth to restore their image in the community while repairing their relationship between themselves and the victim, facilitates the strengthening of family resiliency, and offers ways youth can gain academic and 21st century life skills for future success. ....
