The Racine Police Department has the go-ahead from the City Council to apply for a grant that will have a pedestrian and bicycle component in addition to traffic stops of vehicles, even if some local leaders are worried about the side effects.
The grant from the Wisconsin Department of Transportation/Bureau of Transportation would be for $13,000. It will pay for overtime of the officers working traffic enforcement.
While a leader of the police department said that officers retain discretion in when to cite someone who commits a traffic violation vs. when to issue a warning, documents show the state will be expecting local officers working in traffic enforcement to issue citations in 75% of stops under this initiative.

The name of Racine police officer John Hetland was added to a memorial marker with the names of the 17 other Racine County law enforcement officers who have been killed in the line of duty since November 1918 in a ceremony Tuesday May 11, 2021 during national Law Enforcement Week.
Hetland was killed June 17, 2019, when he tried to stop the armed robbery of a restaurant and bar he was dining at while off-duty.
The ceremony was part of the county s annual Law Enforcement Memorial Ceremony in Hantschel Park, named for city police officer James J. Hantschel who was killed May 15, 1963. No ceremony was held in 2020 because of the pandemic.Â

UNION GROVE â John Hetland and Jennifer Diener were more than just officers in the Racine Police Department. Both were also parents of students who still attend Union Grove High School.
To honor the two fallen police officers â Hetland killed while trying to stop a robbery at a bar, Diener in an off-duty car crash â fellow students at Union Grove are donating $15,000 to the Racine Police Department.
Members of the high school s National Honor Society collected community donations in recognition of the fact that Hetland and Diener not only were public servants, they also were part of the Union Grove High School community.
