The backdrop to the discussion was the repeated petitions of a group of immigrant activists affiliated with Movimiento Cosecha who have been asking the council to sign a resolution in support of state legislation to allow undocumented immigrants to obtain driver s licenses. Council has not taken any action on the group s request, citing a section of its internal rules which states, Council will not take positions on matters or requests that do not pertain to or are not within the operational jurisdiction of the City. Council member Lyn Raymond, who is serving her first term on the council, asked to review the rule several weeks ago after the council was approached by the activists again. ....
One of the biggest assets the city and people of Belen have, compared to other local cities and towns nearby, is it has a historic, arts and cultural district. Even though it is still not in a mature phase, it attracts people and business from inside and outside of Belen to visit and spend their money and provide taxes for the city. For every dollar the city invested in the program over the last nine years, we have been returning about five hard dollars, not to mention the value of thousands of volunteer hours in benefits back to the citizens.
